Responsibilities: OBXtek is staffing for a Budget and Financial Management Analyst to provide services to support the Office of the Executive Director, Financial Management Division as Budget and Financial Management Analyst in the U.S. Department of State’s Bureau of Near Eastern Affairs and the Bureau of South and Central Asian Affairs.
Duties and Responsibilities:
- Reviews budget estimates and justifications and recommends funding levels for Afghanistan and Pakistan programming.
- Maintains budget plans, records obligations and expenditures, and initiates allotments for serviced accounts in support of the Afghanistan and Pakistan State Operations program. Processes both requisitions and payments on serviced allotments.
- Tracks and monitors obligations and expenditures in comparison to budget plans.
- Recommends actions, where required, to ensure that obligations and expenditures are within prescribed limits.
- Provides information and assistance on the budget and accounting process in response to requests from program managers.
- Carries out developmental assignments designed to provide the incumbent with exposure to all phases of the budget and accounting process and to various Afghanistan and Pakistan programs supported by NEA-SCA.
- Serves as the Budget Analyst responsible for financial analysis of domestically funded contracts Af-Pak performed overseas and domestic which entails a variety of budgetary and analytical duties to include discussions with the Bureau of Logistics Management and Acquisitions (A/LM/AQM) and various Contracting Officer Representatives for the Department supporting Af-Pak.
- Using GFMS and other Department financial tools to obligate, track, adjust and analyze complex financial data for contracts, Military Interdepartmental Purchase Requests, Interagency Agreements, and other various financial requests for Af-Pak operations ensuring compliance with approved funding limits.
- Provides budget oversight, control, and execution for the assigned budget area by managing funds through the BRMS system and reviewing appropriations and allotments. Incumbent also assists in preparing instructions and guidelines for the Bureau officials to use in financial control and other financial assets.
- Incumbent is responsible for monthly follow up with agencies, contracting officer representatives and overseas Embassy personnel to ensure unliquidated obligates are valid and prepare de-obligation as required.
- Provides funding and other financial instruments to various parties, such as the Department of Defense as instructed.
- Validates INL aviation invoices for funding availability.
- Responds to the Office of Budget and Planning regarding Congressional and the Office of Management and Budget (OMB) inquiries regarding the Af-Pak budget.
- Assists in the development and preparation of documentation and justification for assigned budget issues including officer TDY reimbursement policy, presentations and submissions to OMB, Congressional Committees and staff, and other relevant officers, bureaus and offices inside and outside of the Department.
- Prepares memorandum and other communications relevant to all financial management issues for the Bureau and other activities as assigned by Senior Management.
- Responsible for carrying out special assignments for the Senior Financial Management Advisor for Af-Pak which require a high degree of follow up and tracking and analysis.
Qualifications: Must be US Citizen and be able to obtain and retain a US DoD Secret Clearance.
Educattion: BA/BS
Technical Skills:
- 5-10 years of relevant experience.
- General knowledge of the Federal budget process to review budget estimates and justifications
- Excellent knowledge of Department of State operations and accounting systems
- Able to plan, prioritize and work under pressure and short deadlines
- Working knowledge of personal computers and general administrative practices
- Ability to work in a team environment and interact effectively with individuals at all levels
