Afghanistan: Chief Field Operations, P-5, Kabul, Afghanistan


Purpose of the Position


Under the overall guidance of the Representative, manage the UNICEF Afghanistan Field Operations and Emergency Section. In coordination with the Deputy Representative, ensure the integration of all aspects of regular and emergency programme activities in the programming process. Supervise the Chief of Zonal offices, coordinate the work of emergency cluster coordinators and ensure effective work planning and programme implementation and monitoring of results in the field. Provide leadership for emergency preparedness and response, disaster risk reduction and ensure emergency programme implementation.


Key Expected Results


  1. As part of the senior management team, taking into consideration field realities, ensure the integration of regular and emergency programme sectors in all stages of the programming process i.e the situations analyses’, annual needs assessment, CPR, risk informed equity focussed programmes design, strategy planning, monitoring evaluation and associated capacity development of country staff. Ensure achievement of country and emergency programmes objectives including pre-positioning of emergency supplies and disaster risk reduction.


  2. Provide overall leadership, guidance and direction for the development of appropriate risk informed operating strategies, day to day program implementation, continuous monitoring and regular reporting by zonal offices for programme implementation. Develop the UNICEF’s Emergency Preparedness and response plans at national level and assess zonal offices in preparation of updates to the EPRP and other contingency planning processes. Supports the Representative to perform his role as the UNICEF representative in the UN Humanitarian Country Team the UN inter agency Humanitarian coordination body. Interact with government and other partners , NGOs, UN and bilateral agencies in the different stages of emergency programme preparedness and field implementation, follow up on implementation.




  3. Participate in the development of strong donor contacts and relations, monitoring and updating emergency programme funding priorities and provide support to Representative in fund raising activities. Participate in all strategic emergency/humanitarian cluster and inter-cluster coordination and performance management mechanisms.




  4. Support zonal offices, field outposts and other field teams in effective work planning, implementation of activities, office organisation, regional operations and logistics; meet with government officials and civil society to facilitate operations of the zonal offices. Supervise all 5 Chief Field Office Chiefs.




  5. In coordination with the Deputy Representative, the programme sections and Chiefs of zonal offices, participate with government and NGO partners in the development of strategies, methodologies and identification of new operational approaches for improving programme delivery, with focus on equity and monitoring.




  6. Assist in coordination and exchange of information between different sections of ACO and field offices including the identification of specific advocacy issues and approaches with counterparts, NGOs and donors.




  7. Monitor developments at the international, national, regional and provincial levels. Initiate new approaches and develop methodologies to best meet goals and objectives. Writes position papers for use in the development of UNICEF programme policy. Participate in various international/national meetings and workshops.




  8. Support overall management through participation in management meetings within the office, to review major office operations, human resources, programme and administrative budget management.



Qualifications of the Successful Candidate


  1. Education

Advanced university degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.


  1. Work Experience

  • Minimum ten years of progressively responsible professional work experience at the national and international levels in social development, management, monitoring and evaluation.

  • Experience working in an emergency would be required.

  1. Language

  • Fluency in English and proficiency in another UN language.

  • Knowledge of the local working language of the duty station is an asset.
