Introduction


Cordaid is working in Afghanistan since 2000. Cordaid is active in Afghanistan, with a Cordaid Country office in Kabul as well as through partnerships with local organizations. Cordaid at present works in 15 provinces on healthcare, security and justice and women’s leadership for peace and security, lobby and advocacy and agriculture / food security. Due to the conflict-ridden nature of Afghanistan, all activities by Cordaid are community-based and conflict-sensitive. Cordaid distinguishes three main processes: strategic financing, communication and fundraising, and the office in Kabul is active in all three processes. At the moment, the healthcare program is the largest program aiming at health systems improvement (Performance-Based Financing) and women’s health. Women leadership, security and justice and lobby and advocacy strategic partnerships are increasing in size. Cordaid is also striving to maintain and expand economic opportunities and employment projects for better income and stabilized communities. Cordaid is proud of its strategic partnerships with many government ministries and strong Afghan civil society organizations.


Position and responsibility


He/she will be supervised by the Country Director in Afghanistan and reports directly to him.


General objective of the posting


Align existing projects and mainstream and pursue new opportunities to the strategic choices and priorities indicated in the country office strategy and operational plans.


Specific objectives


Based on thorough understanding of the Country Office (CO) strategy and operational plans, monitor, prioritize and pursue new funding opportunities to complement current projects / efforts and address indicated areas for intervention. Efforts in these regards are to be coordinated with concerned CO staff, potential partners and relevant units and supporting team members assigned to support Afghanistan CO in the Head Office (HO).


Review planning, implementation, monitoring, documentation and reporting procedures and tools and work closely with concerned staff in the country and home office to improve quality, and ensure timely and effective achievements of planned targets.


Train staff and main partners in preparation of quality concept notes, proposals, reports, success stories and track record documents.


Review donor reports for content, compliance & quality, highlight gaps to concerned staff and partners and introduce to them simple and practical ways of making reports comprehensive and genuine.


Qualifications


  • Excellent understanding of program development and quality assurance in an INGO context.

  • Proven sound experience in preparation of quality and successful concept-, proposal- and donor reports.

  • Familiarity with health, women and employment / income generation projects is essential.

  • Familiarity with the context in Afghanistan and with Cordaid’s mission, implementation approaches and programs is an advantage.

  • Excellent training and coaching skills.

  • Having the following competencies: Entrepreneurship, Drive, Cooperation, Market oriented, Conceptual thinking, Customer oriented, Persuasiveness.

Contract information


The contract period is for 6 months starting as soon as possible, with the intention to extend for a longer period. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, a comprehensive insurance cover, social security and pension contribution, a holiday allowance, 13th month, hardship allowance and cost of living allowance (if applicable).
