About the Position:
This position is with the Program Executive Offices, Combat Support and Combat Support Services (PEO CS &CSS). The PEO CS & CSS mission is to enable Joint and Coalition Warfighters Across Today’s and Tomorrow’s Diverse Mission Requirements Through Effective Life Cycle Management of the Army’s Combat Support and Combat Service Support (CS&CSS) Portfolio, Employing Solid Facts & Data to Develop, Produce, Field, Sustain, and Integrate the right Mobile, Survivable, Lethal, and Affordable Capabilities. The PEO CS & CSS directorate is located on the Detroit Arsenal in Warren, MI.
This position will have duty in Warren, MI with follow on duty in various and multiple locations throughout Afghanistan.

This position requires special immunizations. DUTIES:
Incumbent provides advice and guidance to members of the organization for acquisition, business and Life Cycle Logistics (LCL) Management policies, processes and procedures. Incumbent exercises independent judgment in performance of research, analysis, process improvement, and strategy execution of innovative solutions that offer efficiencies to the acquisition and LCL Management process. Serves as the organizations Contracting Officer Representative (COR) for program functional areas. Serves as the technical liaison between the contractors and the Contracting Officer. Monitors, reviews, and determines whether the contractor’s performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. Notifies the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work. The incumbent works cooperatively with the Contracting officer in evaluating, negotiating, and implementing administrative and technical aspects of contracts. Provide recommendations for contract modification requirements, government negotiation documents and develops and manages the quality assurance program for managed contracts. Serves as a Contracting Officer Representative for the Program Executive Office, Combat Support and Combat Support systems (PEO CS&CSS). Acts as back-up for other CORs in his/her absence. Serves as a Senior Acquisition Logistics Management Specialist with functional responsibility in one or more functional areas. Performs contract administration and quality assurance to insure contractor compliance with contract requirements for the evaluation and surveillance of service contracts.
This position will execute duties in multiple OCONUS locations throughout Afghanistan.
QUALIFICATIONS REQUIRED:

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Work that involves providing advice and guidance to members of the organization for acquisition, business and life cycle logistics management policies, processes and procedures; reviewing and applying technical specifications and requirements such as working as an Inventory Management Specialist, Parts Manager, or Integrated Logistics Manager. Knowledge of combat vehicle and weapon systems, forecasting, levels of inventory, maintenance, purchasing equipment, supply chain management processes and overseeing repair programs. Experience analyzing complex multi-system problems and formulate solutions. Skill in managing fund allocations and serving as liaison for multiple agencies regarding system and commodity management. Application of a firm knowledge in interrelated supply processes and programs. Demonstrated ability to review, analyze and interpret directives, regulations, supply policies, procedures, and technical requirements applicable to supply asset visibility, accountability and maintenance. Work that demonstrates knowledge of contracting and contractors to include pre and post award contract efforts, contract reporting, use of purchase card and employment of acquisition ethics.

This announcement will be used to fill multiple positions at various locations. Salary includes applicable locality pay or local market supplement. Schedule tour of duty will require evenings, weekend and or holiday work. A 25K Relocation incentive will be paid immediately upon occupying the position. The Army may pay a lump sum relocation incentive up to 25% of the annual rate of basic pay to a current employee who must relocate to accept a position in a different geographic area. Failure to honor the required service agreement will result in prorated recoupment of funds by the U.S. Government; Employee must sign a written agreement to complete a specified period of employment. A 10K Retention bonus may be offered after 2 years of service. A relocation incentive will be authorized. This is a Career Program 13 position. This is a TERM position. It is temporary and may be extended up to a maximum of five (5) years. The Defense National Relocation Program will not be authorized. Must be able to obtain and maintain a Secret Security clearance. This position is designated non critical sensitive as defined in DoD 5200.2-R. Must file an annual financial disclosure statement. Selected applicant will be required to file an annual Confidential Statement of Employment and Financial Interests with the local Office of the Staff Judge Advocate in compliance with 5 C.F.R. Part 2634 and DoD 5500.7-R, Chapter 7. This position is designated Emergency Essential. This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968. Must sign a mobility agreement. Selectee(s) will be assigned (TDY) to OCONUS location after initial training in Warren, MI. Selectee(s) will receive Post Hardship Differential at 35% of basic pay as well as Danger pay at 35% of basic pay. Must sign a two-year service agreement. This is a DoD Demonstration Project Position.
