About the Position:
The U.S. Army Corps of Engineers has maintained Charleston Harbor for more than 130 years and has dredged it every year during that time to ensure the channel is at the required federal project depth, removing 2-3 million cubic yards of maintenance material from the harbor floor each year. Currently, the Charleston District is in the process of conducting a feasibility study for deepening Charleston Harbor, known as the Post 45 project. The district will determine if it is both economically beneficial and environmentally acceptable to the nation to deepen the harbor in preparation of the new Post-Panamax ships being built around the world.


The Charleston District operates the St Stephens’s Powerhouse, producing 84 megawatts of power – enough to supply the energy needs for 30,000 homes. As part of this project, the Charleston District designed and constructed the state of South Carolina’s only fish lift, which provides safe passage for fish migrating upstream to spawn.


The Charleston District also provides a variety of services through regulatory permits, civil works, military construction and international and interagency support. Beyond these duties, the Charleston District stands ready to respond to natural disasters and deploys several employees each year in support of Overseas Contingency Operations in Afghanistan.

Serve as A GIS technical expert for the Charleston District Operations Division

Serve as the Geographic Information System (GIS) Specialist in Operations Division

Perform duties of GIS analyst and technical POC with the responsibility to maintain liaison with national, state, and local governments

Advise project managers, biologists, engineers, and scientists in developing geospatial databases for utilization of GIS

Develop data bases used in comprehensive studies of water resources as well as natural and cultural resources

Create GIS coverage’s, generates reports, statistical summaries, digital/hardcopy maps, digital images, and other customer-requested products


QUALIFICATIONS REQUIRED:
In order to qualify, you must meet the education and/or experience requirements described below. Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.


To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Geographical Information System (GIS) data acquisition, digital imagery, cartography and environmental studies; developing and maintaining compliant geodatabases used in studies of water resources as well as natural and cultural resources; performing database management, system programming, data entry and system analysis ensuring system security and integrity to include ensuring systematic backups of data; gathering, inputting and preparing data on environmental and ecological conditions; and preparing complex multi-layered computer generated maps, charts and tables utilizing a variety of computer hardware and software.


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Knowledge of ArcGIS techniques

Knowledge of GIS Implementation

Ability to plan, coordinate and evaluate GIS work

Knowledge of ArcGIS Server Enterprise


In addition to meeting the specialized experience requirement above, all jobs in this occupation must meet this education requirement.


Basic Qualifications: Applicants must meet the basic qualifications for one of the series listed below:


Geographer GS- 0150-11: Bachelor’s or higher level degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR a combination of college level education or training that provided courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.


Biologist GS-0401-11: Degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline. OR a combination of education, with courses equivalent to a major as shown in response A above, plus appropriate experience or additional education.

Physical Scientist GS-1301-11:
Bachelor’s or higher-level degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR a combination of college level education or training that provided education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


Hydrologist GS-1315-11:
Degree from an accredited college or university with a major in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

OR a combination of education and experience with course work as shown in A above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. Professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.


Cartographer GS-1370-11: Degree from an accredited college or university with a major in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR a combination of education and experience with courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.


Land Surveyor GS-1373-11: Degree from an accredited college or university with a major in land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments OR a combination of education and experience with courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education. Or a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors.
