Human Resource, Ethics and Training Advisor


Duties: The Human Resources, Ethics and Training Advisor shall:


  • Assist counterpart judicial institutions in improving human resource management;

  • Coordinate with the JSSP embedded staff in identifying the justice institutions’ shortcomings in the areas of Human Resources and Ethics. Develop an improvement plan in coordination with the justice institutions;

  • Help the justice institutions conceptualize the elements of human resource management and best international practices;

  • Develop training materials on human resource management based on international best practices with relevance to Afghanistan, Afghan Labor Law and Afghan Civil Service Law;

  • Conduct training in the justice institutions;

  • Assist the justice institutions in enhancing interdepartmental coordination;

  • Build capacity by providing mentoring in the ministries on improving the human resource management practices;

  • Maintain current knowledge of the Budget, Human Resource (HR), National Priority Program (NPP), Ministry Strategy, Labor Law, Civil Service Law and other significant documents related to each ministry that will be helpful in developing good human resource management;

  • Liaise with the Afghan Civil Service Institute, Civil Service Commission, donors and other agencies as needed;

  • Ensure the HR department of each institution is focused on, and capable of, staffing an in-house training department;

  • Provide regular reporting on work activities or other reports required by the project management;

  • Assist counterpart Afghan government officials to develop training policies, strategies and plans;

  • Supervise, plan and conduct initial assessments of training and mentoring functions in Afghan justice institutions;

  • In coordination with JSSP Organizational Capacity Building (OCB) subject matter experts and local national staff, help develop and implement tailored training and mentoring programs for Afghan justice institution officials with the goal of adequately equipping ministry staff to provide in-house training;

  • Help the Afghan justice institutions to devise effective mechanisms for implementation of their long term strategies;

  • Assist the Afghan justice institutions, including the Afghanistan Civil Service Institute, to coordinate on training and mentoring programs;

  • In coordination with JSSP OCB subject matter experts and local national staff, help build Afghan justice institutions’ capacity by establishing mentoring relationships with key Afghan officials involved in policy development and planning;

  • Develop and maintain expertise in training and mentoring within the Afghan Attorney General’s Office, the Ministries of Justice and Women’s Affairs, and the Supreme Court of Afghanistan;

  • Liaise with other relevant U.S. Government, international and intergovernmental rule of law programs, in particular IDLO;

  • Help develop the professional skills of JSSP Afghan teammates;

  • Ensure that related officials and departments of each Afghan justice institution are fully engaged in transition activities and building capacity and achieving self-sufficiency in the area of in-house training;

  • Assist in developing and managing an in-house ethics training program within the Attorney General’s Office, Ministry of Justice, Ministry of Women’s Affairs, and the Supreme Court;

  • Coordinate with the JSSP embedded staff in assessing current practices and procedures within the justice institutions. Develop an improvement plan in coordination with the justice institutions;

  • Help the justice institutions conceptualize the elements of professional ethics practices and procedures in accordance with international best practices;

  • Develop training materials on professional ethics based on international best practices with relevance to Afghanistan and any applicable Afghan laws;

  • Conduct training in the justice institutions with an emphasis on public service and patriotism;

  • Build capacity by providing mentoring in the justice institutions on improving professional ethics and supporting the justice institutions in developing a cadre of professionals who perform their duties with objectivity, due diligence and professional care, in accordance with professional standards;

  • Develop the capacity of Afghan colleagues to help in transition;


  • Perform other duties as assigned.

    Qualifications:




  • A minimum of five years of professional experience, including relevant leadership experience.



  • A minimum of four years substantive experience working with legislative bodies as a liaison or as an advisor. A minimum of two years international experience, including development programs.

  • The candidate should demonstrate a comprehensive understanding of the Afghan governmental structure and processes.

  • A juris doctor or relevant master’s degree from an accredited institution.

  • Excellent communication skills, including public speaking and writing.

  • Superior interpersonal skills.

  • Willingness to endure austere living conditions and the inherent danger of living and working in Afghanistan, including possibly living in tents, double bunks, dry hooches, etc.

  • The ability to work effectively in a fast-paced, stressful environment. In addition, he or she must be flexible, willing to perform other duties and work irregular hours.

  • Must be able to cite past professional or personal experience that demonstrates an ability to work creatively and effectively in stressful situations while maintaining a positive attitude.

  • Must have experience developing positive, professional relationships with clients, colleagues, or business partners. Superior interpersonal skills shall be understood to include the ability to interact in a constructive, cooperative, and harmonious manner; to work effectively as a team player; to establish positive relationships and gain the confidence of others.
