(AFG-KABUL) Advisor, Cultural Liaison / Strategic Sustainment


Job Summary


Cultural Liaison/Strategic Sustainment Advisor will act as a liaison between Afghan National Defense and Security Forces (ANDSF) and the coalition’s Resolute Support Mission (RSM) efforts to develop a capable and enduring ANDSF


Principal Accountabilities


  • Develop and maintain relationships with senior ANDSF leaders.

  • Coordinate activities between ANDSF and RSM teams.

  • Independently liaise with ANDSF officers to support RSM mission.

  • Prepare and transmit all required correspondence for Key Leader Engagements (KLEs) with ANDSF.

  • Advisor is responsible for listening, understanding, and translating verbal or written statements, laws, policies, regulations, notes, etc…between languages (e.g. English to Dari or Pashto or any combination thereof).

  • Directly support the RSM and Coalition staff with strategic level policy generating products that directly support the train, advise, and assist (TAA) for ANDSF.

  • Without the aid of a language assistant, provide multi-echelon mentoring to ANDSF related to planning and executing strategic initiatives that build enduring capability within the ANDSF with direct engagements as necessary.

  • Provide direct oversight of the translation of strategic level sustainment correspondence between the coalition and ANDSF to ensure consistent and accurate messaging between the organizations

  • Perform other duties as assigned

Knowledge & Skills


  • Fluency in Dari, Pashto, and English.

  • Must be able to translate for the Deputy Advisor for the Minister of Defense during large meetings and key leader engagements with senior Afghan Officials.

  • Ability to effectively create and communicate the results of studies and analyses for senior coalition and ANDSF officials via written reports, briefings, and oral presentations.

  • Perform effectively in a complex strategic environment through influence and interactions.

  • Strong analytical skills using appropriate quantitative and qualitative tools and methods.

  • Automated data processing knowledge including working knowledge of word processing, spreadsheets, graphics presentation, databases, email, and web browsers.

Experience & Education


  • Working towards a bachelor’s degree.

  • Minimum of ten years’ experience working within military organizations at the tactical, operational, and strategic level.

  • Minimum of four years management experience.

  • Must have a final (not interim) DOD Secret Clearance. Preference towards Top Secret/Sensitive Compartmentalized Information. Clearance must be obtained before deployment and maintained throughout deployment

Physical Requirements/Working Environment


  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.

  • Must be able to operate in harsh and austere conditions of Afghanistan

Travel


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan
