Investigative Analyst - Department of the Army - Arlington, VA

Congress created the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) to provide independent and objective oversight of Afghanistan reconstruction projects and activities. SIGAR conducts audits and investigations to promote efficiency and effectiveness of reconstruction programs and detect and prevent waste, fraud, and abuse.

About the Position:
The Investigative Analyst is involved in collecting, evaluating, collates, analyzes reports, disseminates, and reevaluates criminal intelligence for use by criminal investigators. The Investigative Analyst may lead a team of Investigative Analysts or manage a single highly complex investigation ensuring the accomplishment of objectives within all phases of the investigation cycle: planning, executing and reporting. The Investigative Analyst may report to the Assistant Inspector General- Criminal Investigations through the Special Agent in Charge (SAIC) or the Deputy Assistant Inspector General for Criminal Investigations. The position may require extended travel to Afghanistan.

You will serve as Investigative Support Specialist for the Investigations Directorate. You will implement the programs for the Directorate which plans, collects, evaluates, collates, analyzes reports, disseminates, and reevaluates criminal intelligence for use by criminal investigators. You will query databases for intelligence data based upon identified parameters. You will conduct analyses in database information and produce output which assists in detecting crime trends, identifying modus operandi, and predicting criminal activity. You will provide statistical data for use in planning effective use of investigative resources. You will serve as focal point for all criminal intelligence activities within the area of responsibility. You will prepare Criminal Intelligence Reports. You will analyze data extracted to determine methods of operations and crime conducive conditions. You will be responsible for periodic training sessions on criminal intelligence program You will be liaison with federal, state, municipal, and other law enforcement agencies. You will serve on Law Enforcement Working Groups and Task Forces concerning criminal intelligence. You will ensure compliance with all applicable regulatory requirements and meeting organizational program goals. You will serve as statistical data entry and validation technician for Investigations. QUALIFICATIONS REQUIRED:


In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.


To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: at least one year of specialized experience that includes criminal intelligence concepts/techniques, criminal intelligence reporting, and criminal analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS-07).


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


Knowledge of Criminal Intelligence Concepts Skill in Criminal Investigative Fact-Finding Techniques Skill in Analyzing Data Ability to Operate Automated Reporting Systems


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent).

This position may be considered essential to the overall support of the SIGAR mission. If considered emergency essential, failure to meet emergency essential requirements may result in separation for the efficiency of the Federal Service (Ch. 75, Title 5 USC; FPM Ch. 752).

Incumbent may be required to submit an Executive Branch Confidential Financial Disclosure Report.

Incumbent must complete a Form SF312, Classified Information Nondisclosure Agreement.

Incumbent must be eligible for and be able to maintain a Top Secret security clearance and subject to random drug testing.

This position may require travel to Afghanistan. In support of this travel, the incumbent will be required to meet minimum standards of fitness for deployment to the CENTCOM region to include the ability to wear personal protective equipment, including protective mask, ballistic helmet, body armor, and chemical/biological protective garments.
