(AFG-Kabul) Senior Program Manager
SUMMARY:
The Program Manager has overall responsibility for the daily operation of Defense Systems & Logistics (DS&L) Supply Chain Management program supporting the Afghanistan Air Force. Works with DS&L CONUS operations team to fulfill program requirements and maintain customer satisfaction.
Ensure that the program is implemented in accordance with budgetary objectives and all contractual requirements.
Act as the in-country liaison for all contractual matters and operations with direct communication to the CONUS PMSO.
Provide direct leadership of DS&L staff carrying out on-site tasks required to satisfy contractual requirements and cost targets.
Manage resources effectively and efficiently so as to ensure program profit goals are achieved.
Coordinate program activity with the Directors of other programs to ensure that common resources and skills are leveraged across all programs whenever feasible.
Provide inventory acquisition, forecasting, and disbursement advice to DS&L management.
Consult with the COR on all maintenance and mission related activities
Manage task priorities, short-notice suspense, operational constraints, and other potential impacts to maintain schedule requirements, and assumes total performance responsibility for work performed and data delivered.
Responsible for the contractors and sub-contractor personnel performance and conduct, as well as ensuring that all GOP is adequately protected and secured.
Conduct Program Management Staff Monthly status reports.
Ensure CDRL Management, Program Management Reviews (PMR), and associated staff functions, such as MIS/IT management, are completed.
Responsible for coordinating staff functions related to Human Resources (HR), travel, training support, and any other administrative duties as applicable.
Responsible for complying with all safety and health regulations – DoD security protocols, OSHA and all applicable local safety standards, reporting & record keeping.
Responsible for all staff augmentation necessary to meet mission requirements.
Oversee and coordinate with the USAF COR on all requirements regarding supporting training.
On call and available 24/7 as needed to accommodate for contingencies.
All other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:
Bachelor of Arts degree (B.A.) or Bachelor of Science degree (B.S.) from four-year College or university; or equivalent combination of education and experience.
Ten (10) years of experience in military logistics, contracts, or similar business discipline required.
Five (5) years of managerial and leadership experience required.
Proficient with Microsoft Office Suite to include Word, Excel and PowerPoint.
Experience supporting a Government agency is preferred.
Previously held U.S. Security Clearance is preferred.
Previous experience with ERP systems preferred.
WORK CONDITIONS:
Position is located OCONUS and in an austere environment; work is being performed in a warehouse, office setting, or aviation field environment.
PHYSICAL REQUIREMENTS:
Must be able to lift and carry boxes and other awkward items weighing up to 50 lbs, including up and down stairs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday. Must be able to see and hear, or use prosthetics that will enable these senses to function adequately to assure that the requirements of this position can be fully met.
