(AFG-KABUL) Advisor, Directorate Essential Function-2
Job Summary
Directorate EF-2 Advisor has the responsibility of advising the Afghan National Defense Security Force (ANDSF) in the Ministry of Defense (MoD), General Staff (GS) and Ministry of Interior (MoI) in developing and implementing internal controls to assure Transparency, Accountability and Oversight (TAO) within MoD, GS and MoI.
Principal Accountabilities
- Act as a liaison between the ANDSF and the Coalition’s RSM/EF-2 to develop an enduring ANDSF capable of conducting TAO.
- Develop relationships with senior ANDSF leaders within MoD, GS and MoI.
- Coordinate activities between RSM/EF-2 and ANDSF organizations (MoD, GS, and MoI).
- Conduct independent liaison with ANDSF offices and officials as required for assigned projects.
- Prepare and transmit all required correspondence (electronic, voice, written) for Key Leader Engagements and regular TAA session with the ANDSF.
- Responsible for listening to, understanding, and translating spoken or written statements, laws, policies, regulations, notes, etc. from one language to another to facilitate effective communication between EF-2 and ANDSF General Officer and senior leadership.
- Directly support the EF-2 staff with strategic level policy generating products that directly support the train, advice and assist effort for ANDSF TAO.
- Without the aid of a linguist or translator, provide multi-echelon TAO mentoring to the ANDSF relating to planning and executing initiatives that build enduring TAO capability within the ANDSF with direct engagements that range from daily to infrequent contact.
- Provide direct oversight of the translation of strategic level TAO correspondence between Coalition and the ANDSF to ensure consistent and accurate messaging between the organizations.
- Assist ANDSF Staff and EF-2 personnel with the development, management and continuous refinement of Policies and Regulations to provide transparency, accountability and oversight across all areas of policy, execution and administration within the ANDSF.
- Provide support during events and activities that support and enhance the relationships between RSM/Coalition staff and ANDSF leaders within MoD, GS and MoI.
- Be familiar with ANDSF MoD structure overall and the MoD, GS and MoI Inspector General (IG) terms of reference and duties.
- Be able to support the development of annual inspection plans within the MoD, GS and MoI IG office along with supporting annual Tashkil reviews and other policies, plans documents supporting MoD, GS and MoI IG TAO.
- Perform other duties as assigned
Knowledge & Skills
- Thorough knowledge of Afghan history, culture, counter and anti-corruption initiatives in Afghanistan.
- Fluency in Dari, Pashto and English.
- Display familiarity with how to conduct briefings and presentations to Afghan leaders
- Comprehension of ANDSF regulations and processes.
- Experience in accomplishing and conveying in a tactful and respectful manner, implementation of oversight and accountability policy in the face of adversity.
- Possess strong communication and interpersonal skills; strong organizational and analytical skills.
- Possess computer skills in Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.
- Ability to effectively communicate, advise and train others in principles of TAO.
Experience & Education
- Bachelor’s Degree
- Four or more years work experience in the subject matter area at the appropriate level
- Prior working experience in the ANDSF is desirable.
- Possess Dari, Pashto and English translation skill (reading, writing and speaking modalities) of a sufficient level to support the requirements of the EF-2 Directorate and its personnel
- Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan
