Project Summary:
In November 2015 MSI was awarded a three-year contract to conduct third party monitoring (TPM) of Afghanistan Reconstruction Trust Fund (ARTF) projects for the World Bank. The ARTF TPM program was put in place to meet a number of objectives:


  • Given an increasingly challenging security environment, the TPM program provides critical data from the field as input to the World Bank’s implementation support and GoA line ministries’ own monitoring systems. The TPM program provides data on nationwide project sites, including asset verification and quality assurance, where World Bank staff are not always able to systematically visit the sites of geographically widely disbursed projects.

  • The TPM program provides additional evidence that World Bank-funded programs are being implemented correctly, provides assurance to donors, focusing on infrastructure quality assurance and social and environmental safeguards, gender issues and select financial/fiduciary aspects.

  • The Supervisor Agent (SA) provides GoA line ministries with project monitoring and data collection support and shows how such practices could improve GoA project performance and results. This also helps strengthen GoA line ministries’ own monitoring programs. The SA reports directly to the World Bank, but also works closely with GoA line ministries responsible for project implementation at local and central levels.

Position Summary:
The Finance Officer is responsible for managing overall accounting and financial control systems for MSI Afghanistan Office and for ensuring that adequate and appropriate internal controls are in place to meet generally recognized accounting standards. In addition, the Finance Officer will manage all bookkeeping, bank accounts and cash flow to ensure sufficient funds are available for effective and efficient implementation. Specific areas of responsibility include financial report preparation, review and submission to MSI HQ, cash flow management.

Responsibilities:


  • Maintain and update accounting and financial control systems in accordance with U.S government regulations (expense are reasonable, allowable and allocable) MSI policy transactions are conducted, processed and recorded as stipulated by the system.

  • Manage the preparation and submission of the MSI Afghanistan monthly expenditure reports, ensuing that they are accurate, complete and submitted to MSI Afghanistan Finance Manager in a timely manner (usually the 30th of each month).

  • Manage the preparation and submission of the MSI Afghanistan every month fund projections ensuring that they are accurate and complete.

  • Work in close collaboration with the Finance Manager and other senior MSI/Afghanistan staff for project budget and expense planning.

  • Ensure that transactions are appropriately recorded in a computerized accounting system and ensure MSI accounting and procurement standards, procedures and policies are followed and implemented.

  • Determine the number of bank accounts necessary for smooth conduct of transactions. Set up the bank accounts and ensure that all back and cash transactions are conducted in accordance with the set procedures.

  • Develop a plan to monitor all project-related funds. Design and manage prefect audits and financial reviews.

  • Maintain a close coordination with all the senior staff on financial matters and advise them, as appropriate, on matters requiring their attention.

  • Other accounting, financial management and administrative tasks consistent with the overall scope of this position assigned from time to time by the respective supervisor/s.

Qualifications:


  • University degree in accounting, finance or similar field is (relevant experience and another university degree may substitute for the degrees mentioned).

  • Minimum of 3 years experience in an equivalent position. Experience with QuickBooks or similar accounting software is preferred. Experience working in a similar position for an NGO or an international organization is preferred. Knowledge of OMB Circular A-122 is desired. Must have willingness to travel to MSI Afghanistan field offices on MSI business. Must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours. Experience working for World Bank funded project will be an advantage.

  • Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.

  • Excellent Language proficiency in spoken and written Dari, Pashto, Urdu, English.

  • Tactfulness, Enthusiasm to the job. Good Human Relation skills, integrity and ability to work under pressure.

  • All MSI personnel who work in Afghanistan must be physically able: (i) to function for extended periods of time wearing personal protective body armor weighing approximately 35 pounds and a helmet weighing approximately 5 pounds; (ii) to walk comfortably over rough terrain; and (iii) to ascend up to six flights of stairs on a daily basis. Candidates will be required to provide medical certification to MSI’s satisfaction of the absence of any conditions that might impair a candidate’s ability to meet these requirements.

  • The incumbent will routinely have access to sensitive information. This information must be safeguarded through management controls, personal integrity and physical safeguards. The incumbent has primary responsibility to ensure all data (including MSI-ARTF proprietary information) is fully protected from unauthorized dissemination/distribution.
