(AFG-Kabul) Wheeled Vehicle Maintenance Training (WVMT) Program Manager

POSITION TITLE: Manager II Project Management Planning Operations/Program Manager


LOCATION: Combat Service Support (CSS) School and Camp Scorpion, Kabul, Afghanistan

JOB SUMMARY:

Program Manager will execute the Wheeled Vehicle Maintenance Training (WVMT) Program, which is defined as a wheeled vehicle maintenance “train the trainer” (T3) program for any wheeled vehicle and equipment assigned to the Afghan National Defense Security Forces (ANDSF) for which maintenance is required. The vehicles include, but are not limited to MRAP, HMMWV, Mine Rollers and Engineer Equipment. The WVMT Program will train ANDSF Afghan National Army (ANA) instructors at the Combat Services Support (CSS) School located on the Kabul Military Training Center near Camp Scorpion. Additionally, the WVMT Program will maintain the capability of executing this training at other locations as directed by the U.S. government. The Program Manager will ensure the program is executed on time, on cost and per the terms of the contract. The Program Manager will interface with US Military and ANA leadership and participate in meetings and conferences as directed by the Technical Oversight Representative (TOR). The Program Manager will provide support, leadership and oversight for approximately 30 employees. The Program Manager will work independently and report to the WarFighter FOCUS (WFF) Program in Orlando, FL through the WTA Country Manager in Afghanistan.

REQUIRED HOURS:

Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.

DUTIES & RESPONSIBILITIES:

* Create programs of instruction, training support plans and lesson plans to develop a cadre of ANA mechanics who are able to train ANA wheeled vehicle mechanics (from 10 to 30 US Army skill level equivalent) on vehicle and equipment operation, preventative vehicle maintenance, general vehicle maintenance, associated equipment maintenance, and maintenance of specialized vehicle subsystems.

* Develop and assist the ANA master instructors to develop a vehicle fleet management program to track individual vehicle readiness across the ANA and develop a program to forecast and schedule vehicle maintenance to include the forecast of replacement parts and/or service parts kits.

* Create, maintain and deliver all required reports to the TOR, Country Management Team and other USG Agencies, as required.

* Create reports of personnel and equipment accountability.

* Provide a monthly performance review and training report.

* Manage the Quality Assurance Plan for the program.

* Mange the daily administrative requirements for approximately 30 employees.

REQUIRED QUALIFICATIONS:

* 8 years of related experience, including Wheeled Vehicle and Maintenance Training Management.

* Ability to function at the highest levels in a multi-national environment.

* Knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel).

* Strong leadership and team building skills with a collaborative leadership style.

* Interpersonal and people skills with exceptional Customer Service skills.

* Detail-oriented with the ability to work under challenging deadlines.

* Superb leadership and management skills.

* Ability to clearly communicate in a timely manner both verbally and written.

* Ability to use workplace conflict resolution skills

* Willing to travel and routinely meet with senior Resolute Support (RS) and ANDSF leaders.

* Must be able to obtain and maintain a DoD SECRET Security Clearance.

* Able to obtain a visa for Afghanistan.

* Detail-oriented with the ability to work under challenging deadlines.

PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT:

* Must be willing to deploy and live to Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.

* Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.

* Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.

* Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.

* Ability to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day; routinely climb / descend stairs; routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders; read and interpret newspaper and typewritten print; and communicate by voice and detect sound by ear.

* Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.

* The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.

* Physical requirements include but not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags, not exceed the weight of 75 lbs. per piece, and the unassisted movement over uneven terrain.

* Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied.

DESIRED QUALIFICATIONS:

* Prefer previous Afghanistan experience training and advising foreign military soldiers

* Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations

* Mechanic certifications with MRAP and HMMWV family of vehicles and equipment

* Active DoD Security Secret clearance.

REQUIRED EDUCATION:

* Bachelor’s Degree in Economics, Business Administration, Business Management, Supply Chain Management, Composite Material Technology or other related field and 8 years of related work experience. Additional years of work experience may be accepted for education requirement.
