(AFG-Kabul) Firefighting and Refueling Vehicle Maintenance Trainer


Job Description:

The Firefighting and Refueling Vehicle Maintenance Trainer will train personnel to be dual-purpose Master Instructors/Mechanics, capable of conducting operator level training up to, that includes Field Level Maintenance. Instructors will provide to the PMO documentation which verifies required technical school certifications during the hiring process as evidence of required skillsets. Trainer shall display experience with Systems Approach to Training. Trainer must be able to develop and present lessons on safe operation, basic driver’s training and different aspects of maintenance processes for designated vehicles in accordance with approved military publications and/or OEM doctrine. Trainer must be able to comprehend technical language and terms associated with operation, servicing, repair, assembly/disassembly and troubleshooting procedures of equipment systems/subsystems utilizing approved diagnostic equipment up to and including Field Level Maintenance.


Trainer will assist the Afghanistan Air Force (AAF), Vehicle Maintenance Training (VMT) Program Manager (PM) in executing the VMT Program, which is defined as a vehicle maintenance “Train the Trainer” (T3) Program. The Trainer will instruct students as Master Instructors at the Kabul Maintenance Facility, AFG. However, the program will maintain capability of executing training at other locations as directed by the USG. The Trainer shall assist the PM in development of a T3 instruction program for the AAF per OEM specifications and component/subsystem manufacturer specifications. The T3 program may include documentation of the following areas: vehicle, instructor and student training records, preventative and general maintenance, diagnostic systems and maintenance of specialized major subsystems for designated equipment and vehicles. AAF specialized equipment may include, but not limited to:

* Oshkosh T-1500

* Oshkosh H-series Snowplow

* 1,200 Gal Fuel/Water Pumping Systems

* Pierce F-550 Mini Pumper

* Rosenbauer Fire Vehicles: Structural Pumper, Rescue Pumper, Water Tanker, Buffalo ARFF and ARFFV, and Nursing Truck 6×4 (2,400 Gal.)

* R-11 Aviation Refueling Trucks but not limited to:

oOshkosh, International Kovatch and Navistar Tactical Refueling

* Create programs of instruction, training support plans, lesson plans, student outlines, written and performance examinations to develop a cadre of AAF M aster Instructors/Mechanics who are able to train other vehicle mechanics on preventative and general maintenance to include specialized subsystems.

* Develop and assist AAF students to integrate maintenance efforts within a fleet management program.

* Train AAF students on documentation of vehicle records, student training records, preventative and general maintenance, use and care of tools to include diagnostic and maintenance of specialized major subsystems for vehicles and equipment .

* Responsible for assessing how well AAF students are progressing in their understanding of required coursework.

* Coordinate class arrangements, conduct training and develop criteria for evaluating effectiveness of training activities; providing creative solutions to maximize comprehension and understanding.

* Train on vehicles/equipment that may include but are not necessarily limited to:

oTools and Equipment (Serviceability/Accountability)

oShop Safety

oVehicle Serviceability Inspections

oPreventative Maintenance and Equipment Servicing:

oInterval: Hours/Miles/ Date

oRequired Consumables, i.e. Filters and Fluids

oRequired Technical and Safety Inspections

oVehicle Sub-systems: Cooling, HVAC, Fuel, Air, Hydraulics, Brakes, Electrical, Suspension, Steering, Wheels and Tires

* Train AAF personnel per vehicle manufacturer specifications and/or component/subsystem manufacturer specifications including but not limited to:

oHydraulics, Engines, Recovery, PTO, Crane Systems, Pumping Systems and Diagnostic Computer Systems


Required Hours:

Work may include nights, holidays, and weekends on short notice. The standard will be to conduct training six (6) days per week for up to ten (10) hours per day while at OCONUS work site(s) and a standard forty (40) hour work week while at CONUS work sites.


Required Qualifications:

* Six years’ experience in vehicle maintenance for equipment that is organic to the AAF and/or similar equipment that is used by the U. S. military.

* Possess respective line specialty vehicle maintenance certifications. Prior military E7 or higher is preferred. A candidate with extensive experience in vehicle maintenance and limited experience as a trainer might be considered.
* Must be a SME in vehicle maintenance practices to include training management.

* Function at the highest levels in a multi-national environment.

* Must be a qualified mechanic on AAF specified equipment, be able to analyze and develop training requirements.

* Possess extensive experience ((4) years) in training development: POIs, Lesson Plans and Training Support Packages in accordance with respective DoD Curriculum Development courses.

* Must be able to successfully complete CRC process.

* Possess excellent oral, written and interpersonal communication skills.

* Adheres to all established safety policies and standards to include identification, use and proper procedures for handling, storage and disposal of hazardous materials.

* Must have extensive experience conducting performance based training in a classroom, shop area and field environment.

* Must be able to obtain an interim DoD Secret security clearance prior to start


Other Requirements (Physical etc.)

* Be able to climb in/out and on/or around equipment in order to conduct training of specialized equipment

* Work and live in Afghanistan with an understanding that they could be further assigned to any location within Afghanistan based upon the needs of the USG

* Willing to deploy and live on forward operating bases operated by Afghans under austere conditions without regular Post Exchange

* Willing and able to travel outside of protected areas via military convoys or MILAIR, wear protective clothing and equipment as required. In the conduct of their training, contractors may encounter hostile forces.


Desired Qualifications:

* Prior experience training and advising foreign military soldiers with the use of local national interpreters

* Schoolhouse Instructor experience preferred

* Have successfully completed the Army Basic Instructor Course (ABIC) or similar military component schools

* Successful candidates should have experience in New Equipment Training (NET)

* Possess current DoD Secret security clearance eligibility

* Bachelor’s Degree in related field and six years of related work experience. Equivalent work experience may be accepted in lieu of educational requirement.
