(AFG-KABUL) Training Specialist


Job Summary


As Training Specialist, he/she is responsible for developing for COR and/or GTM review and approval, and managing a comprehensive training program of a sufficient magnitude for all functional areas of the Regional Security Office (RSO). This individual will be responsible for using military, law enforcement and civilian training development, performance standards, instruction and performance validation in support of RSO operations


Principal Accountabilities


  • The primary duty of this position is to provide training support to RSO personnel (including American, Locally Engaged Staff (LES)) and Afghan National Security Forces (ANSF), in support of the RSO static and movement security operations at U.S. Embassy Kabul.

  • Makes assignment recommendations to the COR and/or GTM based on priorities, degree of difficulty, and requirements of the assignment

  • Conducts reviews of policies, tactics, techniques and procedures (TTP), activities and programs to ensure subordinate units are effectively and efficiently progressing toward the desired readiness status. Reports provided to COR and/or GTM

  • Develops for review/consideration/approval by COR and/or GTM, instructions for implementation of policies and TTPs

  • Develops yearly and longer training plans for review and approval by the COR and/or GTM

  • Develops and submits for COR and/or GTM approval, Risk Management plans and programs for RSO. Upon approval from the COR, moves forth with implementation of plans and programs

  • Prepares and submits to COR and/or GTM annual budget requirements based on yearly training guidance and training calendar – recommends allocations

  • Provides guidance and assistance to personnel, units in preparation of readiness reports

  • Receives and consolidates unit readiness feeder reports

Knowledge & Skills


  • Familiarity with Microsoft Office applications (Word, Excel, Outlook and PowerPoint).

  • Needs to be able to coordinate between Regional Security Office and numerous Embassy offices and ANSF entities responsible for RSO operations.

  • Employment as a protective security specialist in a domestic or overseas venue

  • Employment as a sworn law enforcement officer at the federal, state, or local level in a tactical operations unit (SWAT, Special Ops, Executive Protection, etc)

  • Military service – With a Military Occupational Specialty (MOS) in Special Operations/Special Forces, infantry, military police, or military investigative organization (CID, OSI, NCIS, etc).

  • All other MOSs – if MOS is in a field other than those listed above, other MOSs may qualify if a minimum of one tour of duty was spent in a combat arms assignment in a combat theater of operations.

  • Marine Security Guards – if MOS is in a field other than those listed above, MSGs may qualify if a minimum of one tour of duty was spent in a combat arms assignment in a combat theater of operations.

  • Additionally, must have previously served in high threat environments (e.g. Iraq and Afghanistan) with movement security experience (preference for DOS/DSS experience).

Experience & Education


  • Completion of two years equivalent of college, or five years of progressive experience in a program management role with training responsibilities in law enforcement and/or military service

  • Must have previously served in high threat environments (e.g. Iraq and Afghanistan). Preference for DOS/DSS experience

  • 4/4 English language required. Foreign language ability in Dari is desirable but not mandatory

Physical Requirements/Working Environment


  • Work in an austere environment
