(AFG-KABUL) Advisor, Budget
Job Summary
Budget Advisor will advise and mentor Afghan National Security Force (ANSF) personnel on budget formulation and execution; and proper use of automated management reports.
Principal Accountabilities
- Advise and mentor ANSF personnel on budget formulation and execution; and proper use of automated management reports.
- Advise and mentor on Financial Management accounting and payroll processes to support the Afghan National Defense and Security Forces (ANDSF).
- Advise and mentor the Afghans on payroll administration, contract administration and voucher payments
- Advise and mentor the payroll officer on the proper calculation of base and incentive pay and deductions.
- Ensure daily, interpersonal and hands-on practical interaction with Afghan counterparts in their operating environment, subject to RS-directed force protection and movement restrictions, in accordance with the requiring activity’s plan of action & milestones for the essential functions of ANDSF requirements generation and Planning, Programming, Budgeting, and Execution (PPBE).
- Advise and mentor the Afghans on how to build and effectively use sustainable financial management procedures that follow Afghan law, and ANDSF policies and regulations
- Advise on budget formulation and the execution and proper use of automated management reports.
- Ensure daily, interpersonal and hands-on practical interaction with Afghan counterparts in their operating environment, subject to RS-directed force protection and movement restrictions, in accordance with the requiring activity’s plan of action & milestones for the essential functions of ANDSF requirements generation and PPBE.
- Advise and mentor the Afghans on developing and sustaining a professional development plan for budget staff.
- Advise and mentor the Afghans on the establishment and use of internal controls to promote transparency, accountability and organizational processes, thus increasing oversight.
- Advise and mentor senior ANDSF personnel on requirements generation to support budget submissions, followed by budget based spend plans to support timely budget execution.
- Travel to Mustofiats, field HQs and other field locations as required to advise and mentor other Afghan partners.
- Each week, submit a weekly update report to the requiring activity in order to illustrate: progress achieved toward the requiring activity’s plan of actions and milestones; and a plan of action for the coming week that supports the requiring activity’s plan of action and milestones.
- Performs other duties as assigned.
Knowledge & Skills
- Superior writing, computing and communications skills.
- Must be capable of operating independently and responsibly, as well as an integrated member of a team.
Experience & Education
- Minimum 10 years of relevant experience at a major governmental institution (armed service, ministry, large department).
- Master’s degree in economics, finance, business, management, accounting, or acquisition management/procurement from an accredited institution of higher education.
- Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
- Must have a final (not interim) Department of Defense (DoD) SECRET Level Security Clearance prior to deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Ability to travel domestically or internationally may be required.
