JOB CONTEXT:
Handicap International has been present in Afghanistan since the 1980’s. The country is going through a turbulent period, since NATO and US military interventions in 2001 removed the Taliban from power. As a result, Afghanistan remains one of the most impoverished countries in the world.
Despite the country having moved towards a more progressive democracy, conflict is still ongoing and, in some areas, escalating. Since September 28th 2015, armed conflict between Afghan Forces and the Taliban over the control of Kunduz in the North of the country have led to hundreds of civilians being reported as wounded by MSF hospital in Kunduz prior to its bombing on October 3rd 2015.
Today, 350 000 civilians including around 40 000 IDPs are still trapped within Kunduz and are at risk of becoming victims of an armed conflict which is still going on. After the bombing of MSF Kunduz Trauma center on October 3rd 2015, all quality emergency rehabilitation care has stopped, leaving injured victims with no more access to quality care: instead, an increasing sizable number has been referred to other care institutions that will run out of capacity to absorb these patients’ needs.
Handicap International is potentially deploying an emergency team in order to respond to the crisis in the Kunduz city.
JOB DESCRIPTION:
Under the direct responsibility of the Country Director and in close cooperation with the Afghan team, you will be in charge of:
Contribute to emergency strategic programming and constant adaptation of the operational strategy regarding the evolutions of humanitarian situation
Donor development, proposal writing and growth of the emergency activity portfolio
Ensure relevancy and quality of the project implemented by HI, ensure cross cutting between the different projects and thematic developed by HI in the field,
Ensure relevancy of the emergency project implemented regarding HI Mandate and technical requirements in emergency,
Ensure capitalization and internal reporting
Ensure external reporting and coordination
Development and management of future local partnerships
Emergency program managers’ support
CANDIDATE PROFILE:
You have:
Master in humanitarian field, project management, politics
Minimum 4 years in the management of emergency humanitarian programs
Experience in emergency and post-emergency contexts.
Proven management skills
Experience of work in armed conflict environment
Strong communication, analysis and reporting skills
Strong organizational capacities
Working experience in Afghanistan and previous experience with HI would be an asset.
English mandatory (oral and written), Pashtu and/or Dari is an asset
