(AFG-KABUL) Quality Control Technical Inspector
Job Summary
The Quality Control Technical Inspector is responsible for the overall monitoring of Quality Control (QC) processes, procedures, and inspections on Mi-17 and Mi-35 rotary wing aircraft.
Principle Accountabilities
Responsible for all inspections as assigned to the Ministry of Defense (MOD), Ministry of Interior (MOI), and Counter Narcoterrorism Global Support (CNGS) military contracts in Kabul Afghanistan.
Oversees and trains Host Country National (HCN) Quality Assurance personnel in accomplishment of duties as outlined in the approved Afghanistan Air Force (AAF) quality control plan.
Acts as a Safety Managers Representative (SMR).
Ensures compliance with United States Government and Department of Defense directives and approved processes for aircraft maintenance and historical records keeping.
Exercise initiative and sound judgment in making decisions on acceptance of in-process and completed work.
Performs all aspects of the QC department, including inspection requirements, trend analysis, technical order publication library processes and functional check flight program.
Implements long-term objectives for the QC Department as directed by the Quality Control Manager (QCM).
Oversees the control of maintenance and historical documentation.
Assesses and reports on the condition of areas designated by the QCM.
Recommends changes in methods, procedures, and techniques that will improve productivity without compromising safety or quality.
Conduct on-the-job instruction relative to improper and/or improved methods, procedures, and techniques.
Makes recommendations to the QCM to improve quality control, maintenance, support and training programs.
Monitors and assesses the quality of aircraft maintenance being performed, provides corrective action for problem areas.
Conducts aircraft weight & balance operations.
Provides weight and balance technical assistance to CONUS / OCONUS sites as required.
Provides historical information on components, aircraft, equipment, and inspection requirements to various departments as requested.
Monitors requests for part substitutions and determines eligibility of items for use on assigned assets based on technical data, vendor specifications and other available resources.
Perform random inspections of calibrated equipment, tool control procedures, and perform unannounced inspection of employee tool containers for compliance with standard operating procedures.
Continuously reviews incoming pertinent technical publications and related directives to remain current on changes to subject material
Assists in certification of maintenance personnel.
Investigate safety incidents and prepare unsatisfactory work reports, quality trend charts, quality evaluation records, or other quality records as required.
Performs 25, 50, 100, 200, 300, 400, and 500 hour inspections.
Perform aircraft inspections in accordance with all technical publications and the Quality Assurance Plan.
Ensures Tool Control compliance in accordance with the Quality Assurance Plan.
Documents inspection results and maintenance transitions electronically or mechanically as required.
Submits reports and action requests as required.
Performs other duties as assigned
Knowledge & Skills
NACI within the last 10 years required.
Ability to perform complete technical inspection of contract units and be able to determine that completed repairs comply with standards described in applicable publications.
Military or civilian helicopter experience desired.
Advanced working knowledge of MI17 and MI35 Russian aircraft and systems.
Experience on Original Equipment Manufacturer (OEM) technical directives.
Fluent in English, both speaking and writing.
Mastery of Microsoft computer programs such as Word, Excel, Access, Outlook and AWBS 9.2.
Experience and knowledge of aircraft maintenance records and logbooks.
Extensive knowledge and experience in DA PAM 738-751 and aircraft 30 day and six month file operations.
Experience & Education
High School Diploma or Equivalent.
Must be familiar with AWBS 9.2 program, weighing of aircraft and processing of weight and balance records.
At least five (5) years experience as a quality control inspector.
FAA Airframe and Powerplant license or foreign licensing if applicable.
Inspection Authorization desired.
Physical Requirements/Working Environment
- Location of duty is Afghanistan.
- Living conditions may be cramped and substandard compared to western (US) standards.
- May be required to perform duties at remote and austere locations.
- Must be able to withstand extreme temperatures and environments while working in field conditions.
- Must be able to lift 50 pounds to waste level and 30 pounds to shoulder height.
Travel
- 10 – 15%.
- Travel to austere or inhospitable high stress environments will be required.
- Ability to travel domestically and internationally.
