(AFG-Kabul) Construction and Facilities Engineering Trainer


* CONTINGENT ON FUNDING *


The Construction and Facilities Engineering Trainer shall implement and operate programs, practices, and procedures for developing optimal utilization of personnel. Design and administer programs to train all levels of personnel. Develop tests and visual aids. Coordinate class arrangements, conduct training classes, and develop criteria for evaluating effectiveness of training activities. Keep abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. Develop programs and practices to identify developmental needs including preparing personnel for more responsible positions and increasing effectiveness in present assignments. If required, may use technical experts to assist in training.


Required Hours:

Work may include nights, holidays, and weekends on short notice. Standard will be to train 6 days/week up to 12 hrs/day while at OCONUS work site


Responsibilities:

* Serve as trainer for Operation and Maintenance to include, but not limited to:

oFacility inspections and repair to include submitting work order requests

oPower generation maintenance and repair

oKey Control with proper documentation

oPreparation of Statements of Work (SOW), Performance Work Statements (PWS), cost estimates, solicitation for bids, and contracting

oEnergy Awareness – develop and enforce energy conservation plan



  • Train their counterparts to independently conduct the following tasks:

    a)Fabricate/repair/maintain wood structures; interpret engineering based drawings and prints; identify building materials; install batter boards; fabricate a floor system; fabricate joints and splices; install exterior finish; fabricate a wall system; apply interior trim; install sheetrock; install resilient floor tile; install suspended ceiling; install ceramic wall tile; apply roof coverings; install doors and windows; prepare a Bill of Materials; schedule work; read engineering based prints; annotate engineering based prints print indicating as built; utilize the framing square; supervise the installation of suspended ceilings; supervise a building layout; supervise the erection of Pre-Engineered Buildings; supervise the fabrication of wood frame structures; prepare a Materials Take-Off List (MTOL)

    b)Fabricate/repair/maintain concrete structures; fabricate a concrete-wall form; fabricate a column form; fabricate an overhead form; fabricate a concrete-slab form; perform a slump test; place concrete; fabricate a masonry wall; train students how to supervise the fabrication of forms; supervise the fabrication of concrete structures; supervise the fabrication of masonry structures

    c)Install/repair/maintain plumbing system; maintain plumbing tools; winterize a water system; identify plumbing materials; prepare a Plumbing MTOL; install/maintain/repair steel, plastic, cast iron, and copper pipes; grade a sewer line; test waste water systems; install a shower system; install a water system; install a waste system; install a water closet with tank; install urinal; install water heater; install a drinking fountain; install a lavatory; repair valves and fixture-control devices; clear waste-system stoppages; troubleshoot faucets; troubleshoot a water closet and tank; prevent backflow; interpret plumbing prints and drawings; supervise the installation of a plumbing system

    d)Install/repair/maintain electrical systems; rescue an electric-shock victim; interpret electrical prints and drawings; prepare an electrical MTOL; maintain electrical tools; install service entrance systems; install circuit protective devices; install electrical boxes; install conduit systems; install cable systems; install switches; install receptacles; install fixtures; troubleshoot malfunctions in electrical circuits; supervise the installation of an interior electrical system

    e)Conduct fire prevention measures; develop a fire prevention program; conduct fire survival training; develop building emergency action plans; supervise fire prevention inspections

    f)Maintain key control; establish a key control program; conduct semi-annual inspections

    g)Basic Engineer Carpenter and Conservation Course

    h)Generator and HVAC Training Plan




  • Report to the site manger as well as PM



  • Responsible for regularly interacting with US military personnel

  • Trainer will be responsible for making on the scene decisions as to how to execute the curriculum

  • Trainer will be responsible for assessing how well the ANA students have learned the coursework

Required Experience:

* Candidate shall have at least 4 years of experience in military engineering , E7 or higher, military occupational specialty of 21 series with experience in facility engineering fields to include carpentry, power generation, high voltage distribution, low voltage electrical systems, HVAC, and plumbing

* Strong Oral and Written Communication Skills and be Able to Communicate with Local National Contractors

* Excellent skills with MS Office

* Basic understanding of Microsoft Visio or similar design software

* Excellent Interpersonal and People Skills

* Good Organizational Skills

* Good Project Management Ability and Skills

* Ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions

* Must be able to obtain and maintain a US DoD Secret Security Clearance

* Must be able to obtain a Visa for Afghanistan


Physical Requirements/Working Environment

* Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain

* Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas

* Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location

* Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards

* Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions

* Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment

* The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region


Desired Knowledge, Skills, and Experience:

* Active U.S. DoD Secret Security Clearance

* Prefer Construction Engineer with previous assignments with Infantry or Special Operations type units

* Prefer previous experience training and advising foreign military soldiers


Required Education:

* Must have a Bachelor’s Degree and 4 years of related work experience. 8 years of relevant work experience may be considered in lieu of education requirement
