Afghanistan: Emergency, Shelter/Wash Specialist
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization which provides assistance and protection to people affected by displacement due to conflict, disaster and climate change. Operating in Afghanistan since 2003, NRC has offices in 9 provinces Balkh, Faryab, Herat, Kabul, Kandahar, Khost, Kunduz, Nangarhar and Badghis and actively promotes humanitarian access in order to reach more people in need. We work with Afghan returnees, refugees, internally displaced persons (IDPs) and other displacement-affected communities to build resilience and reduce vulnerability through Information Counselling and Legal Assistance (ICLA) education, livelihoods, shelter, WASH and emergency response programming.
The Emergency Specialist leads the development and oversees the implementation of NRC’s large-scale emergency, shelter and WASH programming in Afghanistan.
Job description
- Lead strategic emergency program and proposal development in response to changing humanitarian needs and donor priorities;
- Provide technical direction and quality oversight of the ECHO Emergency Response Mechanism (ERM) and support implementation through the Emergency Response Coordinator;
- Identify and address strategic, operational and security issues in program development and implementation;
- Ensure ERM funds are fully expended, in accordance with ECHO’s specific requirements;
- Manage additional emergency, shelter and WASH programming, additional to the ERM;
- Contribute to fundraising by developing proposals and actively engaging with donor agencies;
- Ensure quality monitoring, evaluation and learning of emergency, shelter and WASH responses;
- Drive and contribute effectively to ERM partner coordination;
- Represent NRC at relevant fora/clusters and actively build relationships with relevant partners;
- Lead liaison with ECHO and build effective relations other relevant external stakeholders;
- Systematically build technical capacity among NRC staff and the wider ERM partner group;
- Promote the rights of IDPs, returnees and refugees in line with NRC’s advocacy strategy.
Qualifications
- Minimum 6 years experience managing emergency programming in humanitarian contexts;
- Demonstrated experience working in complex, volatile and conflict-affected contexts;
- Emergency (NFIs, CTP), WASH and shelter core competency expertise;
- Documented results related to the position’s responsibilities;
- Sound knowledge of Afghan humanitarian context, preferably with previous experience;
- Understanding of humanitarian access principles and practices;
- Familiarity with protection principles and approaches in emergencies;
- Solid experience implementing and managing ECHO emergency response programming, including single-form processing;
- Experience representing NGOs at high level coordination fora, clusters and NGO-led groups;
- Knowledge about own leadership skills/profile and impact on team performance;
- Significant experience leading and motivating teams;
- Fluency in written and verbal English.

We offer

- Contract period: 18 months
- Salary/benefits: According to NRC’s International terms and conditions.
- Duty station: Kabul, with frequent travel to the NRC field offices and emergency response sites throughout Afghanistan. This is an unaccompanied post/non-family duty station, with shared accommodation of moderate standard.
- Due to high levels of insecurity, recreational and social facilities are very limited.
- All international staff working in Afghanistan are obliged to pay income tax.
- Medical certificate will be required before contract commencement.
