Title: Capture Proposal Specialist III – Proposal Manager

Position Summary


Lead proposal management efforts to secure new contracts, re-compete contracts, or task order business for government and commercial customers. The Proposal Manager leads the proposal team and is responsible for resources, planning, scheduling, development, and production. The primary focus of proposal management must be to produce a winning proposal document. The Proposal Manager owns the proposal strategy, derived from the capture strategy. The Proposal Manager is responsible for the preparation of all assigned proposals, from concept through submission. The proposal shall meet the requirements of the customer and clearly define the scope of work and services to both the client and the internal execution group. The proposal shall be prepared in a timely manner to comply with internal review requirements and customer requirements.


Essential Functions:


  • The individual is responsible for managing and delivering a compliant proposal in accordance with the schedule and in support of the sales/capture strategy and plan.

  • Lead the proposal development process end-to-end in accordance with company standard processes and templates, works with the Capture Manager to assign specific authors, manages the schedule, provides insight and guidance to authors in content and graphics development, ensures proposal is ready for scheduled step reviews and final delivery, and ensures proper usage of SharePoint.

  • Understand and often prepare compliance matrices, outlines, cross-references matrices, WBS, WBS dictionaries, and schedules; provides training and support for storyboards; drives meeting the requirements, and schedule, compliance, and quality; works well with individuals and groups; works well with all levels of senior executive staff.

The Proposal Manager shall be responsible for, but not limited to, the following:

  • Assist the Capture/Sales Team Leader in managing and directing all proposal efforts and personnel.

  • Participate in the development and review of proposal strategies and themes, and manage the development of a Proposal Plan.

  • Direct the creation and review of a proposal outline that will be used as a key document.

  • Analyze the RFP/bid requirements against the proposal outline to ensure both compliance and responsiveness to the customer’s issues and needs.

  • Build the proposal compliance matrix and track the fulfillment of all requirements.

  • Provide training, guidance, and reviews of storyboards and proposal sections to ensure requirements are adequately addressed and that customer page limits are not exceeded.

  • Conduct regular proposal progress status meetings and maintain the proposal schedule.

  • Develop a plan for the interim review and internal evaluation of the technical, management, and overall proposal approaches.

  • Direct writing/editing/rewriting/review recovery efforts, as needed.

  • Work with the Volume Leaders to ensure inter-volume coordination.

  • Develop and roll out the color review schedules, plans, and supporting documents to the review teams.

  • Support review comments are incorporated into the proposal.

  • Direct the Proposal Coordinator in all proposal development and production activities.

  • Other reasonable and normal duties associated with the Proposal Manager position, as directed by the Business Development/Capture Manager.

Typical Education and/ or Experience Qualifications:

Bachelor’s degree and typically 6 or more years’ related work experience or a Master’s degree and typically 4 or more years’ or an equivalent combination of education and experience.


Preferred Experience for this position:


  • 4 or more years of DoD proposal management experience.

  • Skilled in Microsoft Office and SharePoint 2010.

  • Able to provide presentations and training to proposal staff.
