Title: Program Analyst IV – Program Scheduler

Position Summary

Responsible for the development and maintenance of development program schedules, product release and project delivery schedules as required. Collaborates with Program Manager, Accounting, Contracts and others to develop program cost structures and schedules for complex programs. Works closely with development directors, development project managers and release managers. Leads team members in the preparation, development and coordination of complex integrated plans and schedules to meet all business offers (e.g., proposals, new major/minor models) and project/program execution objectives. Supports ongoing cost management through

identification of risk and opportunity potential, recommending and implementing mitigation plans. Performs scheduling impact analyses and recommends changes to be approved and incorporated.

Essential Functions:

• Develops and executes processes and strategies for the integration of plans and schedules, horizontally and vertically, across company functional, product groups, and international implementation projects. Agile Software Development experience a plus.
  


• Leads or consults on the development of cost and/or schedule performance measurement baselines, including resource forecasting and analysis, earned value management (EVM), variance analyses, and Estimate at Complete (EACs).
  

• Provides analyses and cost modeling support, including “what if” scenarios, during the development and integration of complex, frequently large, program plans, strategies and processes to meet business goals for authorization.
  


• Performs weekly and monthly analysis, identifying major cost/schedule drivers and presenting recommendations to senior management on financial performance and projections using financial statements and analysis knowledge and experiences.
  


• Develops and improves methods and approaches for cost & schedule related risk and opportunity analysis, critical path analysis and network logic modeling, and capacity planning and management.
  


• Leads the integration and schedule impact analysis of complex and/or multiple cost & schedule changes while recommending, deploying and monitoring configuration management standards of integrated program plans and schedules.
  

Skills and Abilities:

• Effective communication in a leadership capacity.
  


• Knowledge of Scheduling processes
  


• Ability to integrate multiple tier schedules into one integrated Master Program Schedule
  


• Expert level proficiency with recent versions of MS Project
  


• Excellent project management, business and communication skills
  


• Excellent skills in in Microsoft Office tool Suite (i.e. Word, Excel and Project)
  


• Must be a strong team player and be able to work well with diverse teams
  


• Must have strong leadership skills
  


• Proficiency in typical project management tools
  


• Excellent written, verbal and presentation skills
  

Typical Education and/ or Experience Qualifications:

Bachelor’s degree and typically 10 or more years’ related work experience, a Master’s degree and typically 8 or more years’ related work experience or an equivalent combination of education and experience.

Preferred Experience for this position:

• Relevant experience must be related to any component of Portfolio, Program and Project Management.
  


• Experience using Microsoft Project and/or Cobra is required.
  


• Experience in integration of complex program/project schedules and associated cost analysis is preferred. Also, knowledge and experience with Earned Value Management preferred.
