Theater Field Service Representatives (FSRs) are part of the backbone of biometric and forensic operations in Afghanistan and Iraq. Without the full biometric and forensic support network, Sensitive Site Exploitation (SSE) operations are inefficient and unable to adequately support combat operations.
Duties:
- Will work closely with all biometric and forensic personnel to provide effective support and abate any operational issues in this environment. Currently, the primary biometric collection device used by USSOCOM elements is the Crossmatch SEEK (Secure Electronic Enrollment Kit).
- Expert on the SEEK while remaining proficient on other biometric equipment and methods used by USSOCOM to include the SEEK II, Cogent Fusion, Crossmatch Guardian-R scanner, and the USSOCOM NIPR and SIPR SOF Exploitation Web Applications. The FSR should be prepared to travel on short notice and answer questions or troubleshoot equipment issues over the phone or on the spot. Below is a more thorough outline of the required FSR proficiency areas.
- Be familiar with all DoD, USSOCOM, and Theater directives and memorandums regarding biometric collection and Sensitive Site Exploitation.
- Know the USSOCOM standard for biometric enrollments
- Understand issues with collection accountability and related solutions
- Know the USSOCOM default workspaces and when they should be used
- Be able to set up additional workspaces based on situation, i.e. Guardian MAP
- Be able to explain the most important parts of a biometrics enrollment, and which areas require full completion and which areas can be skipped if necessary
- Be able to provide training on short notice and in various environments
- Know how to travel within country given little to no guidance
- Train to USSOCOM standards
- Train all processes involve in biometric collection and basic principles of site exploitation
- Understand the basics of latent fingerprint collection
- Understand the basics of CELLEX collection
- Understand the basics of digital media exploitation
- Know what Exploitation Labs are available in country and what each of their functions are
- Be able to explain basic principles of how exploited items are related to biometric enrollments to provide the operator with useful biometric intelligence
- Be able to explain the Biometric Enabled Watch List and how it affects both military and civilian operations on a global scale
- Motivate USSOCOM elements to collect biometrics by explaining the “So What” of biometrics
- Understand and be able to explain the SOCOM SOF Exploitation Web Application (NIPR and SIPR)
- Brief the Identity Operations program at MacDill AFB, FL (personnel/hours of operation)
- Extract information from collection devices
- Transfer and upload cases to the portal (NIPR and/or SIPR)
- Search cases on the SOF Exploitation Web Application and export results
- Request an account for Encounter Protect submissions
- Request an account for NIPR portal
- Know how to get Watch List from the SOF Exploitation Web Application
- Understand and be able to train individuals on how to submit all modalities supported by USSOCOM Identity Operations SOF Exploitation and ensure the operator receives a timely response

- Understand the architecture and databases accessed for the Biometric Automated Toolset (BAT), as well as the SOCOM classified and unclassified SOF Exploitation Web Applications
- Understand and be able to brief the “So What” of biometrics; how all mission related and force protection enrollments, site exploitation and other biometrics and collection functions work together to protect the homeland defense.
- Understand the process for replacing/refurbishing biometric and forensic collection equipment through the SOF Sustainment Asset Visibility Information Exchange (SSAVIE) Portal.
- Obtain a SSAVIE account with SSE access
- Understand the process for submitting a trouble ticket
- Understand the process for submitting a requisition
- Understand the process for transferring biometric collection equipment to SSAVIE via the supported unit’s Property Book Officer (PBO)
- USSOCOM elements within Afghanistan and Iraq vary greatly in their proficiency and understanding of biometrics and forensics. While some SOF elements are at an expert level, others have not seen the equipment and have never heard of the SOCOM SOF Exploitation Web Application or SSAVIE portal. Providing the initial guidance and understanding of the entire system is a vital part of the SOF SSE program. Once the operators are provided training to utilize the capabilities they have access to, then the ability to fix and maintain equipment becomes important.
Requirements:
- 3 or more years of operational experience and familiarity with operational procedures within SOF, Special Missions Units (SMUs) or deployed combat arms and intelligence positions.
Clearance: current US TS and SCI (eligible); full TS/SCI preferred
