Contractor Investigator (AFGHANISTAN) - JCI - San Diego, CA
***DUTY LOCATION IS AFGHANISTAN***
JOB DESCRIPTION: Contractor Investigator for Pass and Permit Services (PPS) to all NATO/Resolute Support (RS) Personnel, Third Country National (TCN)/non NATO/RS Personnel and Locally Employed Personnel (LEP) working on base or transiting through, with an RS Badge, BEB Access Card, Biometric Enhanced Badge (BEB) or Temporary Visitor’s Card clearly showing the areas/sections they have access within base. PPS consist of six (6) main functional areas:
- Pass and Permits Office Services (Badge Production for NATO/RS Personnel and TCN, control and overseeing),
- Biometric Enhanced Badges (BEB) Office (Badge Production for BEB and Special Badges, control and overseeing)
- Swap Badge Office and Joint Personnel Reception Center (JPRC) –Passenger Assistance Team (PAT) (Temporary Badge Exchange for new comers/transient personnel and provide accountability for identified personnel arriving and departing)
- Badge Exchange Offices at Entry Control Points (ECP) (Daily Badge Exchange function for LEP work force)
- Support Services for Contractors Accountability Database (CAD) and Non Tactical Vehicle Registration (NTV); (Maintaining a KAF Contractor Accountability and NTV Database)
- Movement Control Ground Requirements: Managing and coordinating Logistical Movement Requests (LMRs) and truck movements in ECPs
PRINCIPAL DUTIES:
– Contractor Investigator, through Contractor Compliance Officer, will work under direct supervision and command of TAAC-S CJ4 for all tasks defined below and will conduct his/her tasks on behalf and with the consent of military supervisor. He/she will closely coordinate all KAF Contractor management activities with his/her immediate military supervisor and also will report any discrepancies and/or non-conformities to the military supervisor for their attention/action.
– Responsible for the overall management and day to day investigation and co- ordination of disputes and grievances generated by all contractors operating within TAAC-S Area of Operations (AOR) at KAF.
– Supports TAAC-S CJ4 in his interaction with various organizations investigating instances of contractor malpractice within TAAC-S AOR at KAF.
– Monitors contract/contractor facilitators and contractors in compliance with corrective measures on complaints/grievances.
– Provides updates to Chain of Commands and contract/contractor facilitators on contractor related complaints and issues.
– Interacts with stakeholders, Requirement Owners and contract facilitators regarding contractor, in particular employee related disputes and complaints and assists in review of complaint management policies and procedures.
– Focal Point for the co-ordination and resolution of all contractor related complaints and grievances within TAAC-S AOR at KAF, including for cases of intimidation of local nationals supporting RSM, and ensure that these reports are immediately passed to the appropriate FP authority through his/her military chain of command.
– Investigates and assists in the reconciliation of disputes between contractors or organizations on base, with particular emphasis on disputes which have the potential to impede the operational effectiveness of the base, have FP implications and / or are likely to work against the COIN campaign and / or ‘Afghan First’ principles.
– Maintains an accurate record of all investigations, including log of events and both paper and e-copies of appropriate documents.
– Investigates, reports, and recommends actions to his/her military chain of command arising from major violations of TAAC-S Contractor Management Policies and Procedures / or relevant SOPs, or gross violations of employees’ contracts.
– Prepares and participates contractor complaint related meetings and discussions chaired by his/her military chain of command. Assists in preparation and coordination of key meetings such as Tenants’ Forum and Contractor Management Group.
– Supports the multi-function Task Force Inspection Program which will be led by respective Military Staff in order to promote accountability, health, safety and welfare amongst KAF contractors and assists in compliance with rules and regulations.
– Assists his/her military chain of command in enforcement of Vendor Vetting.
– Assists in day-to-day management of the Contractor Administration & Non- Tactical Vehicle Registration (CA&NTVR) Cell.
– Deputizes Contractor Compliance Officer during his / her absence.
– Performs other CA&NTVR Cell related functions as required.
MINIMUM QUALIFICATIONS:
Professional/Experience.
– Experience in either NATO Staff or on national level equivalent to squadron/company size.
– Basic user experience of standard ADP office systems.
– Experience in a multinational environment. Education/Training.
– Trained in all aspects of office administrative/management duties.
– Hold a valid driving license
DESIRABLE QUALIFICATIONS:
– Previous experience in a multi-national deployed environment.
– Previous experience in an administrative post. Personal Attribute.
