THE POSITION
Reporting to the Security Manager, the Security Officer will be based in Kabul and will travel to the Afghanistan provinces as required. The Security Officer will be responsible for:
- Conducting risk assessments for the physical security of compounds, ad hoc locations, movement, and information systems;
- Providing technical security advice for the existing and new premises;
- Providing management and oversight of the security arrangements for all IDLO personnel 24/7;
- Providing management and oversight of sub-contractors 24/7;
- Dealing with the day to day operation matters of the office – travel, communications, movement tracking, SOPs and monitoring of the security situation in the individual provinces 24/7;
- Building professional relationships with other security personnel/agencies in the area of operation;
- Conducting periodic security and threat awareness briefings to all staff;
- Providing security briefings to all newly arriving staff and visiting missions;
- Providing a permanent and continual link between the provincial field offices and the central office in Kabul;
- Developing security plans and operating procedures for a mission, including planning and coordinating visits by IDLO staff from the central office in Kabul and IDLO Headquarters;
- Supporting any visits by the donors;
- Working in collaboration with the contracted security provider to deliver a secure working environment for the mission;
- Contribute with relevant and timely security assessments and analysis;
- Providing immediate guidance and action in case of emergency situations.
IDEAL CANDIDATE PROFILE
Education
- University degree in the relevant field or related technical fields such as the military or the police academy as well as relevant military or police training courses with emphasis on operational planning.
Work experience
- A minimum of 5 years of professional experience with military or police background;
- A minimum of 5 years of professional experience working in a hostile environment like Afghanistan, Iraq or similar:
- Recent Afghanistan experience with a knowledge of the key provinces where IDLO is based;
- Professional experience with International Organizations and NGOs; knowledge of the UN security system is desirable;
- Past experience with IDLO will be an asset;
Languages
- Fluent in written and spoken English is essential;
- Excellent written and verbal communication skills;
Specific knowledge, skills and competencies
- Demonstrated knowledge of security policies and procedures consistent with operations in a high risk environment;
- Ability to develop detailed security advisories, reports and notifications for senior management in country;
- Technical knowledge of fleet tracking systems, navigation and Satellite Phones;
- Ability to drive an armored vehicle;
- Ability to deal with medical incidents, FAAW and FPOS;
- Ability to work in a high stress environment;
- Proactive and self-management skills and ability to work with minimum supervision;
- Excellent interpersonal skills and the ability to work constructively with several internal service departments;
- Proven ability to develop and foster working relationships across a globally based organization;
- Proven ability to see through tasks and deliver results; Keen sense of ethics, integrity, and commitment to IDLO’s mandate.
COMPENSATION AND BENEFITS
IDLO offers international consultants based in Afghanistan a competitive remuneration and benefits package in terms of salary, medical and accident insurance, and post-conflict insurance. For such consultancy the work is organized around a rotation scheme: every 12 weeks spent in Afghanistan, the consultant is entitled to 4 unpaid weeks abroad.
In Kabul accommodation, cleaning, laundry and meals are provided in a pleasant, secure guesthouse with a small gym, good internet connection and an excellent chef in residence. Rigorous security is in place at all times. This is a non-family duty station.
