Afghanistan: IPA Capacity-Building and Reporting Coordinator - Afghanistan



  • Capacity Building (Individual Protection Assistance)

  • Help design and deliver capacity-building training for Emergency Response Mechanism (ERM) Individual Protection Assistance (IPA), translating training materials and providing interpretation during trainings as necessary

  • Deliver frequent IPA-specific trainings and other protection trainings (assessments, mainstreaming etc.) in ERM partner field offices to frontline ERM staff

  • Provide follow-on mentoring and feedback on IPA for field-based ERM partners

  • Design a Training of Trainers package for the IPA programme

  • Provide close support, including in-field assistance, to NRC emergency staff conducting IPA activites

  • Operational Reporting (Individual Protection Assistance)

  • Produce monthly reports on Individual Protection Assistance activities under the Emergency Response Mechanism by all ERM partners, for each region in the country, utilizing the common ERM monitoring database and also producing two short case studies of IPA caseloads each month

  • Produce a monthly overview report on IPA activities under ERM on a national level

  • Support NRC staff, or other ERM partner staff if NRC is not present, in presenting IPA monitoring data to regional Protection Clusters each month

  • Update on a quarterly basis the IPA protection referral contact lists, including validation of the contact details and services offered, and follow up with IPA referral cases as appropriate, to ensure referred partner should be referred to


  • Draft a mid-year and end-year review of the IPA result by all ERM partners




  • Qualifications:




  • A university degree in a relevant field is preferred.




  • At least five years professional experience; three years of which should be with international organizations ideally in an emergency response or field-based humanitarian protection role



  • Strong understanding of humanitarian response architecture, particularly in terms of emergency response and humanitarian protection. Experience of conditional and unconditional cash transfer modalities in humanitarian operations is beneficial.

  • Ability to write detailed reports in English

  • Strong ability to deliver capacity-building training and mentoring

  • Strong understanding of risks, stakeholders and dynamics relevant to humanitarian protection of vulnerable displaced persons in Afghanistan.

  • Demonstrated ability in English, Dari and Pashto spoken language skills, and in particular strong English writing ability.
