Afghanistan: Education public-private partnership specialist


Chemonics seeks a short-term education public-private partnership (PPP) specialist for the ongoing USAID Resources, Skills, and Capacities in Early Grade Reading project in Afghanistan. The project is working closely with the Ministry of Education (MOE) to conduct a national early grade reading assessment; compile an inventory of available early grade reading materials in public and community-based education schools; build MOE capacity to implement early grade reading reform; assess school management effectiveness and safety; and investigate potential public-private partnerships that could be formed to enhance literacy skills. Over the course of 20 months, the project will provide USAID and the Afghan government with valuable information on the current state of literacy among Afghan youth. The education public-private partnership specialist will work approximately 30 days between May and October 2016. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:


  • Work closely with the project’s public-private partnership coordinator to identify and develop potential PPPs to support improved literacy in Afghanistan

  • Develop a PPP implementation strategy, liaise with private sector partners, and build the capacity of the MOE to effectively engage private sector entities

  • Provide training to the public-private partnership coordinator, incorporating international best practices for using PPPs to deliver enhanced, sustainable public-private education services

  • In September-October 2016, support and participate in a PPP conference bringing together identified potential public and private sector partners

Qualifications:


  • Advanced degree in education, local development, or other related field

  • Proven track record of building and sustaining effective partnerships, advocating effectively, and communicating to various constituencies

  • Successful experience as a technical facilitator or coordinator of multisector organizations or formations involving both the public and private sectors

  • Proven track record in similar position

  • Experience working in conflict- or crisis-affected environments

  • Familiarity with, and comprehension of, core concepts in early grade reading, conflict-sensitive education, and education sector public-private partnerships

  • Ability to communicate effectively in a cross-cultural environment

  • Demonstrated leadership, versatility, and integrity

  • Excellent writing and presentation skills in English required; Dari or Pashto proficiency a plus
