Afghanistan: E-services advisor



Chemonics seeks a short-term e-services advisor for the ongoing USAID-funded Afghanistan Public Financial Management project. The project is working to improve Afghanistan’s fiscal sustainability and enable delivery of essential services to its citizens by strengthening the new national unity government’s ability at the national and subnational levels. The project is also working to assist the government to mobilize domestic revenue and more effectively manage its budget. Over the approximately 20-day assignment, the e-services advisor will support future development and implementation of e-filing and e-payment. We are looking for individuals who have a passion for making a difference​ in the lives of people around the world.


Responsibilities include:


The e-services advisor will work with other advisors and government staff, particularly in the Afghan Revenue Department’s (ARD) Revenue Systems and Services Directorate, to:


  • Review and comment on a draft assessment of legal and technical requirements for the implementation of e-payment in Afghanistan, including a feasibility analysis

  • Develop an action plan for the development of an e-services system, including e-registration, e-filing, and e-payment and identifying activities and timeframes for establishing such the system

  • Provide an assessment of the feasibility of the ARD’s five-year plan for the rollout of e-services

  • Identify capacity development needs and develop a plan to build the capacity of government staff to manage activities required for the procurement, design, and implementation of an e-filing and e-payment system

​​Qualifications:



  • Master’s degree in computer science, information technology, decision science, commerce, or a related field; or bachelor’s degree and equivalent experience




  • Minimum five years of relevant professional experience




  • Experience in identifying requirements and designing concepts and blueprints for IT development projects, preferably in developing countries




  • Experience in Afghanistan preferred




  • Experience in e-services implementation projects and/or revenue administration preferred




  • Demonstrated leadership, versatility​, and integrity




  • Excellent English written and verbal communication skills
