Afghanistan: Disability Survey Strategy Development Consultant

UNMAS in Afghanistan is implementing USAID funded Afghan Civilian Assistance Program (ACAP III). The overall goal of the program is to mitigate the impacts of conflict of civilians. The program contains a component to develop the Government capabilities to serve the needs of the victims, including institutional capacity building support to the Ministry of Labour, Social Affairs, Martyrs and the Disabled (MoLSAMD), the principal Government institution mandated to deliver disability and victim services in the country. Among the capacity building initiatives identified, nationwide disability survey has been earmarked as a priority to be completed within ACAP III.

Functional Responsibilities

The purpose of this assignment is for a Disability Survey Strategy Development Consultant to conduct background assessment and develop a strategic plan for the implementation of nation-wide disability survey in Afghanistan during 2016/17. The assignment shall provide technical, strategic and implementation guidance to the successful accomplishment of the nation-wide disability survey.

The background assessment will include reference to the national strategic plans in disability care, review of the past disability surveys carried out in the country, consultation with the key stakeholders including Government institutions, Donors, UN and NGO community, potential service providers of the planned survey, and any other assessment approaches deemed necessary.

The Disability Survey Strategy Development Consultant is expected to deliver:

· Situation analysis including assessment of constraints and risks, and proposed management measures.

· Identification of strategic priorities to be addressed as part of the survey planning, in order to ensure sustainable outcome.

· Assessment of the options for the survey and recommended option.

· Strategic plan detailing the recommended option implementation.
