Construction Lawyer for CASA-1000 Transmission Project - ECODIT - United States
ECODIT’s USAID Energy Links Project seeks a part-time Construction Lawyer to support CASA-1000, a long-distance electricity transmission project that will connect the national grids of Kyrgyzstan, Tajikistan, Afghanistan, and Pakistan. The project is now completing its initial financial and multi-national power transaction and transmission agreements and will soon enter the construction phase. It is expected to begin operations in 2018.
The Construction Lawyer will assist the Secretariat Special Counsel and the Executive Director in the following tasks:
Provide legal advice to the CASA-1000 Secretariat and the Executive Director of the Secretariat on procurement, implementation, governance, and operation of the CASA-1000 project;
Attend all meetings of the CASA-1000 governing bodies, estimated at once per month in various international locations, and develop the agendas for all of these meetings;
Coordinate the analysis and resolution of legal issues with each country’s own legal and business advisors for CASA-100, as well as the international financial institution (IFI) lenders and other investors, the International Finance Corporation and their subcontractors, and other transaction advisors;
Review the various tenders, term sheets, and project contracts developed by the IFC, subcontractors, and other parties;
Draft and coordinate negotiation of the EPC contracts, the O&M Agreement, and other agreements required for construction of the project, and oversee development of the Technical Code for the transmission system; and
Advise on negotiation strategies that would encourage early agreement on unresolved issues.
This is a part-time, intermittent position requiring frequent travel overseas.
Qualifications:
The selected attorney should have:
A law degree;
Seven (7) to ten (10) years’ experience negotiating construction contracts (experience with energy transmission deals would be a plus);
Experience with energy projects located in developing or emerging market countries; and
Experience with FIDIC forms would be a plus.
