Afghanistan: Chief of party
Chemonics seeks a chief of party for USAID’s ongoing $22 million Afghanistan Public Financial Management (APFM) Project. APFM is helping Afghanistan improve its fiscal sustainability and deliver essential services to citizens by strengthening the government’s ability to mobilize domestic revenue and effectively manage its budget at the national and sub-national levels. This position will be based in Kabul. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Supervise and guide expatriate and local technical, operations, and project support staff
- Work with the team to develop annual work plans, quarterly and monthly reports, and other project deliverables required by USAID
- Ensure that lessons learned from project implementation are shared across components and fed into quarterly reports, semi-annual project reviews, and the annual work plan
- Assist technical and administrative staff to identify needs for technical and administrative assistance from the home office; mobilize such support and monitor its provision
- Facilitate the team’s use of tools and systems, such as work plans, monitoring and evaluation plans, and progress reports, to plan, implement, track, report, and ensure quality control of technical activities
- Manage technical oversight of local subcontractors
Qualifications:
- Master’s degree in public finance, economics, or other public financial management-related field from an accredited university
- Minimum 12 years of relevant work experience managing large (at least $10 million in value) and complex public finance or economic growth projects, with demonstrated experience in public finance, economics, or a related field
- Minimum 10 years of international development experience as a chief of party, project director, or a similar senior management position for projects with similar magnitude and complexity in a conflict-affected country
- Ability to collaborate across projects; flexible and creative
- Experience in Afghanistan preferred
- Strong communication and interpersonal skills, with the ability to productively interact with a range of organizations, such as government bodies, private sector groups, NGOs, and research institutions
- Demonstrated leadership, integrity, and versatility
- Excellent oral and written English
