Reports To: Task Order Manager


Summary:


The Site Manager is responsible for meeting Contractor’s work requirements, including scheduling of personnel, work supervision, and quality control. The SM shall have full authority to act for the Contractor on all T.O. matters relating to daily operation of this T.O. at the specific location assigned. The Contractor SM or alternate shall be available within four (4) hours to meet on the installation with Government personnel (designated by the ACO) to discuss problem areas with no more than one (1) valid Customer complaint per month. The SM and alternate may also serve as an Airfield Manager, Site Manager or Air Traffic Controller for this TO


The SM shall attend base logistics, deployment, exercise, safety, and force protection meetings as deemed necessary by the base/camp Commander or his designated representative.


Essential Job Functions: (not limited to duties as described – performs related duties as requested)


·The Site Manager shall provide liaison on matters of ATC and airspace with the Air Traffic and Air Space AT&A; Department of Army Regional Representative (DARR); FAA; Major Command (MACOM)s; SAA and representatives of other units, agencies, or commands.


·The Site Manager shall ensure that ATC systems are operationally acceptable.


·The Site Manager shall ensure that facilities collect and safeguard data on aircraft mishaps, emergencies, or violations.


·The Site Manager shall ensure that assigned ATC personnel maintain currency and augments staffing during emergency staffing situations.


·The Site Manager must ensure Terminal Procedures (TERPS) are complete and accurate IAW TM 95-226.


·The Site Manager shall serve as Air Traffic Control Specialist (ATCS)/Control Tower Operator (CTO) examiner IAW AR 95-2 and US Army TC 3-04.81.


·The Site Manager must ensure that ATC/Flight Navigation publications/information are current. The Site Manager shall serve as Subject Matter Expert on ATC related issues in/outside of the facilities.


·The Site Manager is a position necessary in the management of Air Traffic Operations, development of IFR procedures, conducting evaluations, development/maintenance of ATC training programs and policies/procedures.


·Shall perform Bird Aircraft Strike Hazard (BASH) Program services. Shall retrieve and retain or dispose of the remains of all disabled, maimed, or dead birds from the Airfield.


·We will maintain airfield NOTAMS, input flight plans, airport layout, and aircraft characteristics.


Education & Experience:


·Minimum ten (10) years of commercial and/or military experience in supervising and managing Air Traffic Management. Management experience should include supervising employees, completing required reports, and coordinating professionally with the customer.


·The Site Manager shall be qualified IAW US Army TC 3-04.81.


·Must be able to pass employment and deployment qualification requirements that include medical, drug testing, and background checks, etc.


·Previous military experience operating in a contingency environment is strongly preferred. Knowledge and experience working with government contracts is desired.


License & Certifications:


·Must be a U.S. Citizen with the ability to obtain a U.S. Passport.


·Must have valid U.S. Drivers License and be able to operate a vehicle with a manual transmission. Capable in obtaining a DA 348 (Army Driver’s License) and flight line driver’s license.


Knowledge & Skills:


·The Site Manager must be able to supervise and manage all ATC facilities under his control.


· Must have excellent verbal and writing skills; be skilled and proficient with Microsoft programs such as Excel, Word, and Power Point.


Physical Demands/Working Environment:


Candidates must be physically able and willing to work long hours to meet mission and contract requirements.


Travel:100% Overseas Assignment


Security Clearance: DoD Secret Clearance

The position may require that the applicant meet the Minimum Standard Medical requirements.
