(AFG-KABUL) Air Operations Coordinator


Job Summary


Serve as the representative of, and reports directly to the Forward Operating Base (FOB) Manager. Coordinate with Iraq based Main Operating Base (MOB) / Forward Operating Base (FOB) Manager and provides oversight for their performance in support of the U.S. Department of State (DoS), Bureau for Diplomatic Security (DS), under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A).


Principal Accountabilities


  • Coordinate with host nation representatives to maintain cooperation and goodwill.

  • Responsible for making necessary decisions within given authority during an emergency. If absent, will designate a representative to perform his duties with management approval.

  • Assists key managers in providing oversight, initiating, conducting training or/and supervising within his/her respective area of responsibility to meet the contract objectives of contractor training.

  • Determines standardized procedures and work schedules to improve efficiency of subordinates in conjunction with the FOB Manager.

  • Serve as MOB/FOB Manager in their absence.

  • Coordinate all missions to avoid intra-mission, Rotary/Fixed Wing mission support, and resources conflict.

  • Other duties as assigned

Knowledge & Skills


  • Branch 15 Aviation MOS series or other military/commercial equivalent.

  • FAA Commercial and Instrument Airman’s Certificates any category/class; FAA A&P; Certificate.

  • Strong interpersonal skills including tact, diplomacy and flexibility to work effectively with senior managers and under high stress environment.

  • Excellent communication and leadership skills, and a strong understanding of domestic or international employee administration.

  • Aviator background preferred, but not required.

  • Possess or the ability to obtain and maintain a Department of State Secret Security Clearance is a condition of continued employment; an active DOS Secret Security Clearance is preferred.

  • Possess a current US Passport or the ability to obtain one before assignment.

Experience & Education


  • Minimum of 8-10 years in a technical or professional environment, with at least 5 years of related supervisory experience on international contracts (with degree); or 15 years experience (without degree).

  • BA/BS in any field, or HS diploma and 10 years of related aviation operations or maintenance experience.

Physical Requirements/Working Environment


  • Must be able to walk and stand on level and/or inclined surfaces for certain periods throughout the day.

  • Must be able to climb stairs, ramps, ladders, and work stands.

  • Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.

  • May be required to lift up to 50 pounds.

  • Must be able to communicate by voice and detect sound by ear.

  • Must be able to distinguish color and judge three-dimensional depth.

  • Must be capable of living and working in a potentially hostile environment for an extended period. May be required to travel to and between remote location(s) in austere environments.

  • May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

Travel


  • Must be able to travel to and between remote locations in austere and/or hostile environments.
