JOB CONTEXT :
Handicap International has been present in Afghanistan since the 1980’s, initially in the refugee camps in Pakistan and later in 1996 through the establishment of a national program in Afghanistan. Today, Handicap International Afghanistan works in the Southern (Kandahar and Helmand), Western (Herat) and Central (Kabul) regions of Afghanistan, thus covering more than half of the people with disabilities in the country. Handicap International in Afghanistan currently operates projects both through local partners and directly, these are managed by about 200 national staff in three locations, two bases (Kandahar and Herat) and Kabul main office.
In accordance with this strategic pillar HI and 2 consortium partners have developed the project ‘Towards Improved Access to Quality Physical Rehabilitation in Afghanistan (TIQRA)’ supported by the European Union for 40 months. This project aims to address this identified need by contributing support to the government of Afghanistan for the improvement of delivery of public health services, with a special focus to contribute to the expansion and improvement of access to quality physical rehabilitation services in underserved areas, in 34 provinces. With a decentralized approach, the key outputs of the project is that 200 trained physiotherapy students (50% female) will have graduated by the end of the project. The action will be implemented by a consortium of 3 partners: Handicap International (lead organisation), Swedish Committee for Afghanistan (SCA) and Norwegian Afghanistan Committee (NAC) in coordination with key stakeholders
YOUR MISSION:
Under the overall supervision of the Technical Advisor at Headquarter and Operational Coordinator and also deep collaboration with TIQRA/PT Consortium Coordinator, you have the key responsibility to ensure the quality of trained student of physical therapy to meet standard of graduated PT 3 year diploma.
Your main responsibilities will be to:
1. Provide technical support for physical therapy training course development ensuring the quality of training program meet national and international PT standard (provide technical support, support or provide input to ensure the recruitments standards of trainers, ensure the preparation and implementation of training sessions etc.)
2. Train, supervise and guide local partners (site visits to evaluate quality of session, technical assistance on strategy and methodology, technical advice to M&E according with HI and international standards etc.)
3. Contribute in project management component to contribute and ensure of the effectiveness and efficiency PT project management (contribute to the donor report, development and advice of strategies and/or appraisals, collaboration with key strategic stakeholders
4. Coordinate the provision of PT services, case management, and associated rehabilitation of these beneficiaries in HI-Physical Rehabilitation Center (PRC) (ensure PT services meet quality standards, contribute in quality monitoring etc.)
5. Represent and defend (by request of Program Director) the policies and strategic choices of HI in specific projects and on cross-cutting issues vis a vis partners, funding agencies, professional associations, etc.
CANDIDATE’S PROFILE :
· You hold a degree in PT (other health or rehabilitation certification is appreciate) and have as well practical skills
· You have 1 year of experience in training or academic projects/teaching methodology and a 5 five years’ experience in PT service provisions (an experience in post/crisis context is appreciate as well as an experience with HI)
· You are fluent in English (French/Pashto/Dari are an asset)
· You demonstrate communication capacities with a broad range of stakeholders and diplomacy skills
· You are comfortable with collaborative work and participatory approaches and have an excellent interpersonal communication skills
SPECIFICITIES:
The position is based in Kabul. Security is a major concern in Afghanistan with regular terrorist attacks in the cities and severe conflict in the northern areas at the moment (Kunduz). Thus, extremely limited recreational and leisure activities are available. Freedom of movement is limited to Kabul and Herat and expatriates always travel in cars with drivers. At times depending on the security situation, expatriates may be confined to the guest house.
