Contractor Compliance Officer (AFGHANISTAN) - JCI - San Diego, CA
JOB DESCRIPTION: Compliance Officer for Pass and Permit Services (PPS) to all NATO/Resolute Support (RS) Personnel, Third Country National (TCN)/non NATO/RS Personnel and Locally Employed Personnel (LEP) working on base or transiting through, with an RS Badge, BEB Access Card, Biometric Enhanced Badge (BEB) or Temporary Visitor’s Card clearly showing the areas/sections they have access within base. PPS consist of six (6) main functional areas:
- Pass and Permits Office Services (Badge Production for NATO/RS Personnel and TCN, control and overseeing),
- Biometric Enhanced Badges (BEB) Office (Badge Production for BEB and Special Badges, control and overseeing)
- Swap Badge Office and Joint Personnel Reception Center (JPRC) –Passenger Assistance Team (PAT) (Temporary Badge Exchange for new comers/transient personnel and provide accountability for identified personnel arriving and departing)
- Badge Exchange Offices at Entry Control Points (ECP) (Daily Badge Exchange function for LEP work force)
- Support Services for Contractors Accountability Database (CAD) and Non Tactical Vehicle Registration (NTV); (Maintaining a KAF Contractor Accountability and NTV Database)
- Movement Control Ground Requirements: Managing and coordinating Logistical Movement Requests (LMRs) and truck movements in ECPs
PRINCIPAL DUTIES:
– Contractor Compliance Officer will work under direct supervision and command of TAAC-S CJ4 for all tasks defined below and will conduct his/her tasks on behalf and with the consent of military supervisor. He/she will closely coordinate all KAF Contractor management activities with his/her immediate military supervisor and also will report any discrepancies and/or non-conformities to the military supervisor for their attention/action.
– Principal SME advisor to senior leadership, stakeholders, contractor facilitators and staff within TAAC-S and other HQs at KAF, on TAAC-S contractor management policies and procedures.
– Responsible for the management and day-to-day supervision of Contractor Administration & Non-Tactical Vehicle Registration (CA&NTVR) Cell operations.
– Conducts periodic reviews, provides recommendations and assists drafting and implementation of TAAC-S contract/contractor management policies, procedures and regulations and monitors compliance of such rules and regulations.
– Provides impact statements to the Chain of Commands and other decision making bodies on contract/contractor reduction initiatives and assists in facilitation of such initiatives.
– Conducts active monitoring of expiring contracts and drafts demobilization notices for the Chain of Command. Monitors compliance of orderly demobilizations and exit procedures of departing contractors.
– Focal point for all contractor compliance related advice/guidance within TAAC-S AOR at KAF and provides briefings to leadership and other staff as required.
– Interacts with stakeholders, requirement owners, contracting offices and other contract facilitators regarding contract/contractor management issues and concerns and assists in development of strategies in resolution of such issues.
– Oversees the management of contractor related issues and grievances including those from Local Nation Contractors operating on/off KAF. Provides counseling in resolution of complex issues.
– Plans and co-ordinates multi-function Task Force Inspection Program which will be led by respective Military Staff in order to promote accountability, health, safety, welfare and compliance amongst contractor population. Produces and manages Inspection Reports and monitors compliance of corrective measures.
– Develops and conducts periodic reviews on communication methodologies and ensures tenants are regularly communicated on all policies, procedures and regulations.
– Conducts periodic survey on existing contractor population accountability including entry and exit procedures.
– Supervises day to day contractor registration, deregistration, including eviction process and assists Sponsors and Requirement Owners in expedient demobilization of departing contracts/contractors.
– Manages the implementation of CJ2X direction such as vendor vetting on specific companies and assists TAAC-S CJ4 in ensuring compliance with such directions.
– Oversees the management of all applicable Standards, Regulations and Standard Operating Procedures, Handbooks and any other Technical Publications that pertain to efficient contractor administration and ensures that the relevant sections are briefed to, and area accessible by, all members of the contractor population.
– Provides recommendations and drafts admonishment and eviction notices for Commander BOS-I and facilitates communicating such notices to non-compliant contractors on behalf of Commander BOS-I. Maintains active monitoring of corrective measures applied by non-complaint contractors and advises his/her Military Supervisor as required.
– Plans and co-ordinates KAF Tenants’ Forum and Contractor Management Group Meetings and develops agenda points and briefing topics for Chain of Commands.
– Oversees CA&NTVR Reports and Returns.
– Line Manager to Contractor Investigation Officer and Contractor and Vehicle Registration/Database Operators.
MINIMUM QUALIFICATIONS:
Professional/Experience.
– Experience in either NATO Staff or on national level equivalent to squadron/company size.
– Basic user experience of standard ADP office systems.
– Experience in a multinational environment.
Education/Training.
– Trained in all aspects of office administrative/management duties.
– Hold a valid driving license.
Desirable Qualifications:
– Previous experience in a multi-national deployed environment.
– Previous experience in a senior management post.
