Afghanistan: WASH Specialist (Water Quality/Safety)
Summary of key functions/accountabilities:
Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective programme planning, development and management, with emphasis on water Safety.
Knowledge management effectively promoted through drafting/finalizing key WASH sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange specifically related to national and international water quality standards and monitoring and reporting/documentation of results.
Quality of rights-based WASH programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management with a focus on Water Safety Planning and Water Quality Monitoring and its importance in relation to sustainable provision of safe water. This includes the development of a national water safety planning and management structure, and the harmonization of existing strategies and guidelines on water quality monitoring across different Ministries (MoPH, MRRD, others) and sector partners (WHO, and NGOs).
Key results to be achieved:
Simplified community-based water safety planning concept developed and introduced in the rural water supply component of the WASH programme.
Field-based E.coli and arsenic tests introduced, manuals developed and partners trained on the correct use of the tests and reporting of results and opportunities explored for SMS-based water quality surveillance
A water quality/safety regulatory framework drafted for Afghanistan in close collaboration with MoPH and WHO – which delineates the roles and responsibilities of different actors in regulating, surveillance, mitigation and control of drinking water safety in Afghanistan
Enhanced effectiveness and operation of the five water quality laboratories established with UNICEF support in 2010, including the development of a modality for these laboratories to accept payments for commercial water quality testing
A national workshop organized and conducted on safely managed drinking water services in-line with the new SGD target on water and sanitatio
IV. Impact of Results
1. Programme/project Planning, Development and Management.
Enhances effective programme, sectoral or inter-sectoral, planning, development and management by leading, guiding, coordinating and supporting the timely completion of the Situational Analysis and its periodic update, addressing gender inequalities and determinants of inequalities through accurate and complete monitoring and analysis, and the timely preparation or finalization of sectoral input.
Ensures inclusion and delivery on sectoral leadership responsibilities in support of the improvement of the Water Supply situation in Afghanistan with special emphasis on Water Safety Planning.
2. Knowledge Management.
Promotes knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country. Promote lessons learned in addressing inequalities and gender inequalities specifically related to national and international water quality standards and monitoring and reporting/documentation of results.
Advises the Section Chief on appropriate training and professional development opportunities for WASH staff and stakeholder of water sector in general.
3. Rights-Based Programme with Results-Based Approach.
Promotes the quality of rights-based WASH programme and programmes through participation in the formulation of programme/project goals, strategies and approaches. Bring coherence, synergy and added value to programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation with a focus on Water Safety Planning leading to sustainable provision of safe water.
4. Sectoral Work Plan Development, Implementation, and Monitoring.
Takes primary responsibility for the development of the sectoral work plan and technical decisions as well as for project management, implementation and monitoring of assigned project/sectoral activity, in compliance with the defined project strategies and approaches, with an emphasis on promoting approaches to reduce gender inequalities and achieve gender mainstreaming.
5. Programme Management, Delivery, Evaluation and Reporting.
Ensures programme efficiency and delivery through a rigorous and transparent approach to evaluation. Participation in major evaluation exercises, programme reviews and annual sector review meetings with government counterparts. Ensure the preparation of annual WASH sector status reports reflecting field-based water quality monitoring in the UNICEF supported rural water supply program. Ensure adequate and transparent water quality related evaluation of emergency preparedness and response.
6. Promotion of UNICEF’s Global Goals
Promotes the organization goals of UNICEF through advocacy and policy dialogue through active engagement in communication, networking and participation at every opportunity inside and outside UNICEF, leveraging the strength of UNICEF mission, goals and programmes, and with reference to the WASH Strategy.
7. UNICEF and Government Accountability.
Coordinates with Operations and Supply staff on water quality related supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability under guidance of Chief of Section.
Advocates for due attention and support to be given to water quality related environmental and sustainable development issues (pertaining to WASH) in all sectors and line ministries.
Ensures adequate attention is given to sustainable and safe water supply in particular in vulnerable areas.
8. Communication, Collaboration, Networking and Partnership.**
Ensures exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve Water Safety Planning related WASH programme requirements and objectives. Conducts field visits to monitor programmes and collect information. Conducts spot checks (and periodic programme reviews with Government counterparts and other partners (pertaining to HACT requirements).
Collaborates with Communication and Programme Communication groups to ensure development of effective communication, materials and strategies to support advocacy and social mobilization efforts, including coordinated convergence activities.
To interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of WASH programme/project implementation to follow up on agreements and recommendations and provide technical support.

VI. Recruitment Qualifications
Education:
Master degree (or higher) in one of the disciplines relevant to the following areas: Water Supply Engineering, Civil Engineering, Geohydrology, Environmental or Sanitary Engineering, or a field relevant to international water supply related development assistance.
Additional training in geo-physical exploration for water, water quality mitigation, water safety planning, community-based water supply design and construction in rural areas or public health is an asset.
Experience:
At least five years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Extensive water supply design and field work experience.
Background/familiarity with community-based water supply, water supply for public places, and water supply related emergency interventions (preparedness and response).
Additional experience with water safety plans, water quality mitigation, installation and design of piped systems is an asset
Language Requirements:
Fluency in English and preferably another UN language
