Afghanistan: Chief of party


Chemonics seeks a chief of party for the anticipated USAID project to build the capacity of Afghanistan’s Ministry of Education. The chief of party will oversee effective implementation of project activities and deliverables; supervise all subcontractor personnel and activities for successful completion; and serve as the primary contact and relationship builder with the Ministry of Education, USAID, and its representatives, including the contracting officer and contracting officer’s Representative. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:


  • Provide direct supervision to project team, define personnel needs, and scopes of work; evaluate staff performance

  • Direct and oversee all project technical and management activities, bearing responsibility for overall technical and strategic direction of management of development activities; participate in technical assistance and training activities as appropriate

  • Serve in a leadership role of all stakeholder working groups, effectively bringing together strengths and ideas of the different entities and individuals comprising this integral group

  • Manage international and local subcontractors to achieve project goals

  • Oversee the improvement of the education management information system at the subnational level that leads to greater accuracy of education system performance data at the national level

  • Oversee the improvement of teacher recruitment to achieve increased numbers of qualified teachers who are fairly selected and equitably deployed, as well as the improvement of the teacher management systems, including recruitment and payroll that leads to greater accountability and transparency

  • Form productive, collaborative working relationships with USAID, the Ministry of Education, subcontractors, and project staff, to promote a motivating and collegial working environment

  • Develop project work plans and project deliverables, and establish criteria, guidelines, and formats for project plans and reports

  • Maintain two-way communication throughout the project with the Ministry of Education, personnel team and subcontractors, Chemonics’ home office, and other relevant project entities

Qualifications:


  • Master’s degree in a relevant field required; doctoral degree preferred

  • Minimum 10 years of progressive senior-level management experience working on/with donor-funded governance projects; chief of party experience on a USAID project preferred

  • Knowledge of best practices and evaluation methodologies to improve education outcomes

  • Experience and qualifications in both quantitative and qualitative data analysis preferred

  • Technical familiarity with education management information systems preferred

  • Minimum five years of experience in the education sector required

  • Minimum five years of experience working with programs that have a similar focus on research, data collection, and analysis required

  • Ample experience in sector and systems analysis, educational policy and administration, and national-level quality improvement initiatives required

  • Demonstrated experience and knowledge of institutional capacity assessment and of administrative and financial reform programs required

  • Experience supervising and implementing a large-scale educational assessment in Afghanistan or another, equally challenging context preferred

  • Familiarity with, and comprehension of, core concepts in school safety and equitable and conflict-sensitive education

  • Excellent reporting, writing, and presentation skills

  • Ability to communicate effectively in a cross-cultural environment

  • Proven leadership and organizational skills​

  • Demonstrated leadership, versatility, and integrity

  • Fluency in written and spoken English; knowledge of Dari, or Pashto preferred
