Chemonics seeks a short-term Institutional capacity development advisor for the ongoing USAID-fundedResources, Skills, and Capacities in Early Grade Reading in Afghanistan project to work roughly 20 days between May-June 2016. The project is designed to provide valuable information to USAID and the Afghan government regarding the current state of literacy among Afghan youth over the course of 20 months. This project works closely with the Ministry of Education (MoE) to accomplish several goals including: conducting a national early grade reading assessment (EGRA); compiling an inventory of available early grade reading materials in public and community-based education schools; building MoE capacity to implement early grade reading reform; assessing school management effectiveness and safety; and investigating potential public-private partnerships that could be formed to enhance literacy skills. Job Summary:
The Institutional Capacity Development advisor will work closely with the project’s Institutional Capacity Development Specialist to arrange consultations with various Ministry of Education departments, key stakeholders, and other relevant organizations (including the Teacher Education Department, Community-Based Education Unit, targeted Provincial and District Education Offices, USAID, and other international development partners) to assess current capacity, review pre- and in-service teacher training packages pedagogical support structures, curriculum revision plans, analyze which departments are receptive to capacity building measures, and provide recommendations for strengthening the capacity of the Ministry of Education to implement national reading reform.
Qualifications:
- An advanced degree in education, local development or other related diploma
- Proven track record of building and sustaining effective partnerships, advocating effectively and communicating to various constituencies
- Successful prior experience as a technical facilitator or coordinator of Institutional Capacity development initiatives working with national and regional Ministries of Education
- Proven track record in similar position
- Prior experience working in conflict or crisis affected environments
- Familiarity with, and comprehension of, core concepts in early grade reading, conflict-sensitive education, and education sector public-private partnerships
- Ability to communicate effectively in a cross cultural environment
- Demonstrated leadership, versatility, and integrity
- Excellent writing and presentation skills in English are required. Dari or Pashto proficiency is a plus
