(AFG-Kabul) Sr MPM Specialist


Position Title: Senior MATERIAL PROGRAM MANAGEMENT (MPM) SPECIALIST


Job Description:


This position is in direct support of the Afghanistan CIED/EOD Training Program. This position will report to the Lead Material Program Manager (MPM) for Contingency Operations in Orlando, FL, with duty in Afghanistan with daily task management from the in-country leadership. This position will be directly responsible for management and administration of all supply chain management functions to support the CIED/EOD Training Program for the Warfighter FOCUS program. This position will develop relationships with the military as well as local suppliers and subcontractors to manage their ability to meet cost, schedule and performance requirements. Prepare communications and deliver presentations to executive and program leadership regarding material and service support for assigned projects. Individual will be required to work in the local communities to develop supplier relationships without security support. Position will assist with the development and coordinate all import and export processes and procedures to support mission requirements. This position must be able to anticipate customer requirements during operational hours. This position will generate purchase requisitions, preparation of program management review material, material and labor budgets, forecasting, data analysis, and assist the Logistics team with property inventory and accountability as well as interface with other Supply Chain management teams and Finance teams to assist Program Management. Required to live and work in an austere environment (shared living quarters).


Required Hours:


Work may include nights, holidays, and weekends on short notice. Standard work week will be 72 hours per week while at OCONUS work site(s) and a standard 40 hour work week while in-processing at CONUS work sites.


Duties and Responsibilities:

* Manage the day-to-day supply chain activities for the CIED/EOD Program to include purchasing, subcontracting, and logistics and asset management

* Participate in the preparation of budgets and forecast for all contract work

* Review Bills of Material for work efforts and presents assessment to platform management

* Work with subcontractors to manage performance of work as well as timely and accurate invoicing of work performed

* Analyze and track project funding requirements

* Customer and internal reporting utilizing weekly/monthly program formats

* Participation in and promotion of a team environment

* Preparation of reports and data analysis for senior supply chain management review

* Effectively communicate information to management

* Suggest and implement corrective actions

* Lead process improvement initiatives utilizing Raytheon Six Sigma methodology to include monthly operating reviews and ad hoc analyses

* Review of purchase requisitions, purchase orders, and other documents to ensure material and service requirements are complete

* Create material and labor targets for subcontractors for OAWR work and anticipated contract growth.


Required Skills:

* Proficiency with Excel and Microsoft office (i.e. Word, PowerPoint and MS Project)

* Strong mathematical and analytical skills

* Strong written and verbal communication skills

* Ability to quickly learn and utilize new business/financial systems

* Ability to interface on a regular basis with managers and other supply chain and finance personnel

* Self-starter with good organizational skills who can work both independently and as a member of a team

* Experience with import/export compliance

* Experience working with military personnel in Southwest Asia
* Demonstrated knowledge of supply chain processes and related systems; procurement, subcontract management, logistics, and asset management


DESIRED SKILLS:

* Experience in integrated supply chain management activities

* Prior military service Maintenance Logistician/Property/Supply Technician

* Prefer previous Afghanistan experience training and advising foreign military soldiers

* Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations

* Experience as a cross functional team member on an integrated process team

* Experience with material management programs, including Maximo

* Knowledge of supply chain activities in Southwest Asia


Required Qualifications & Education:

* Must be able to obtain and maintain an active secret clearance

* Minimum of 4 years of related experience in roles of increasing responsibility in Supply Chain with Bachelor degree in Business, Supply Chain or Finance or 2 years of experience with related Master Degree. Will consider additional 8 years equivalent work experience in lieu of education requirements.


Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
