(AFG-Kabul) Mechanic Trainer


Job Description: The US has a requirement to organize, man, equip, and train Special Infantry units for the Afghan National Defense Security Forces (ANDSF). This Special Infantry organization is an elite, highly mobile, light Infantry unit that specializes in assaults on conventional targets throughout Afghanistan. The Mechanic Trainer will ensure the all duties and responsibilities are executed in a timely manner as per the assigned Statement of Work.


The Mechanic Trainer interfaces on a daily basis with the on-site US Commander. The Mechanic Trainer participates in meetings and conferences as directed by the appointed the SITP Program Manager, Deputy Program Manager and/or Technical Oversight Representative (TOR)/ Quality Assurance Representative (QAR). The Mechanic Trainer works independently and reports to the SITP Program Manager located on Camp Scorpion, Afghanistan.


Location: Kabul, Afghanistan (Camp Scorpion)


Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements.


Responsibilities:

* The Mechanic Trainer shall train their KKA counterparts to possess the skills to independently conduct the following tasks:

oThe Master Driver and Maintenance Recovery Instructor will conduct classroom, hands-on driver’s and recovery operations training for the KKA.

oWill assist in the development all of the Program Of Instruction (POIs), Practical Exercises, and Testing materials in order to train vehicle driving and basic maintenance.

oHelp identify KKA personnel for internal unit trainers, train identified unit personnel for KKA master driver, conduct KKA recovery training, identify establish and develop KKA vehicle recovery trainers within the KKA.

oKeep abreast of all training and development research: learning theory, motivation theory, and new materials, methods, and techniques.

oThe Mechanic Trainer will create and train the KKA trainer on all training schedules, class rosters and long term training calendars and quarterly training assessment reports to determine the sustainability of the KKA unit’s overall driver’s training and recovery operations program.

oWill reporting directly to the Program Manager on all training conducted.

oWill directly work with International 7 Ton Series Vehicles (MTV) i.e. MR-30 Recovery Vehicle, Fuel/ Water/ Cargo/ Troop Vehicles, M915/916 Tractors, M873 Series Trailer, Up Armored HMMWV (UAH), 10K Atlas Forklift, Ford Ranger (LTV), and the Armored Security Vehicle (ASV/ MSFV) and other assigned vehicles IAW Ktah Khas Afghanistan Tashkils.

oWill be responsible for providing instruction on Operator Level Preventative Maintenance Checks and Services (PMCS) and 10 and 20 level Maintenance on the unit’s specified vehicles relating to training and recovery operations.

oHave the ability to instruct unit level military recovery vehicle convoy procedures.

oProvide assistance to the KKA Commanders in the selection and training of the Master Driver and Recovery Specialists Candidates.

oTrainers will be responsible for regularly interacting with US and NATO Coalition military personnel.

* Provide deliverables in an accurate and timely manner.


Required Qualifications:

* At least 4 years of experience in US Military mechanic operations at the Operational and Support levels of maintenance, as well as in motor pool operations.

* Served as an E7 or higher.

* Possess certifications in HMMWV maintenance and generator maintenance.

* Requires experience in training outline development, POIs, Lesson Plans and Training Support Packages.

* Must be familiar with FM 4-30.31 Recovery and Battle Damage Assessment and Repair Field Manual. Has a clean driving record.

* Must be DoD Instructor Training Course (ITC) Certified or possess equivalent certification and must have maintenance and repair experience, to include, mechanical systems diagnostics and troubleshooting.

* Must have served as a Battalion Maintenance Sergeant
* Superb leadership and management skills.

* Able to clearly communicate in a timely manner both verbally and written.

* Able to resolve workplace conflict management.

* Willing to travel and routinely meet with senior Resolute Support (RS) and ANDSF leaders.

* Must be able to obtain an interim DoD Secret security clearance prior to start.

* Knowledgeable in all aspects of training development, management, and operations.

* Experience with POI refinement and development.

* Team player — must be able to professionally interact and work with team members and senior US military/coalition military advisors and Afghan ANDSF leaders and students.

* Detail-oriented with the ability to work under challenging deadlines.

* Possess knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel).

* Must attend and pass USG deployment requirements at CRC, Fort Bliss, Texas.

* Must be willing to deploy and live on forward operating bases operated by Afghan National Security Forces and work in hostile areas under austere conditions.

* Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.


Desired Qualifications:

* Special Operations experience is preferred.

* Should have experience in risk safety management.

* Familiar with relationships between NSOCC-A, CSTC-A, and the ANSDF.

* Previous experience training and advising foreign military soldiers.

* Possess current DoD Secret security clearance eligibility


Physical Requirements/Working Environment:

* Must be willing to work, live, and travel in Afghanistan

* Must be willing to work in harsh or adverse environments

* Must be willing to deploy and live on forward operating bases operated by Coalition Forces in austere conditions without regular U.S. PX and Commissary facilities

* Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces

* Must be able to walk, stand, and sit for extended periods

* Must be able to type using a standard keyboard to communicate through e-mail and various software applications

* Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders

* Must be able to communicate by voice and ear over telephone

* May be required to lift objects whose weight may not exceed 40 pounds

* The ability to read, write, and interpret technical data

* May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure

* May be exposed to extreme noise from turbine and jet engine aircraft


Desired Education (including Major):

Bachelor’s Degree and 4 years of related work experience. Equivalent work experience may be accepted for education requirement
