(AFG-KABUL) Advisor to the Chief of National Police Command Center Operations
Job Summary
The Advisor to the Chief of National Police Command Center (NPCC) Operations shall support Combined Security Transition Command – Afghanistan (CSTC-A) NATO Training Mission – Afghanistan through mentoring the development of Plans, Operations and Training system policies and procedures in support of in support of the Ministry of Interior (MoI) with priority to NPCC Operations.
Principal Accountabilities
- Train and mentor the NPCC Chief of Operations and the Operations Branch in creating and implementing a process in planning, managing, and monitoring NPCC Operations.
- Work directly with the Chief of NPCC Operations as well as subordinate sections.
- Establish a routine liaison capability and working relationship to design, establish, and develop an exercise capability that allows the senior leadership to test operational plans and train staffs for NPCC operations.
- Mentor will assist the NPCC Operations by improving branch team management, map reading, operation coordination, reporting and briefing procedures, standard operating procedure revisions, and overall decision- making process.
- Provide RS daily, weekly, monthly status updates to satisfy Coalition reporting requirements
- Develop, manage, and execute MoI and Afghanistan National Police (ANP) plans, programs and policies for the respective functional areas.
- Develop systems that are standardized, effective, and aligned throughout the MoI, ANP and other Government of the Republic of Afghanistan (GIRoA) national systems and functions.
- Guide, teach and mentor MoI and ANP personnel in determining broad objectives commensurate to their rank and position. Advise them as they establish policy and guidelines in their perspective functional areas, and as they follow through with implementation.
- Mentor the leadership and their staffs, ensuring leaders are developed to effectively lead the staff and manage the force to include requirements, planning, alignment, and execution.
- Advise ANP leaders and staffs to ensure policies are understood, distributed, and executed within their functional areas across the ANP.
- Conduct review and reorganization with MoI and ANP staffs to ensure appropriate communication and integration. Mentor staffs to:
- Develop individual and section roles and responsibilities.
- Establish inter- and intra-office communications.
- Develop coordination skills to complete their tasks and missions.
- Assist in the forming of working groups and the conduct of effort to ensure a clear understanding and delineation of authorities and responsibilities.
- Provide MoI and ANP support and guidance for cross functional issues which require horizontal staffing and coordination and systemic integration. Establish and refine vertically and horizontally integrated systems through modern police practices to ensure proper communication and dissemination of tasks and correspondence.
- Provide guidance in developing decrees.
- Mentor to build Program of Instructions (POIs).
- Assist with training efforts upon implementation.
- Assist in the development of doctrine for their functional areas.
- Develop MoI and ANP leadership skills to make decisions independently of outside assistance.
- Guide MoI and ANP to develop policies and systems that are transparent, accountable and have the appropriate oversight mechanisms in place to combat corruption.
- Provide mentorship and suggest effective processes and systems to the respective functional staffs so the staffs can better support their executives.
- Provide guidance, recommendations and suggested courses of action as they develop staff packages and decision briefings. Work within the department to refine their staff coordination and integration skills.
- Advise MoI and ANP leaders and their staffs to establish and refine horizontal integration to achieve unity of effort for cross functional issues.
- Coordinate among other staff functions and develop and deliver developmental training programs for all members of the staff.
- Develop and train ANP staffs and ensure execution in standard office practices in areas such as meeting preparation, travel planning, correspondence handling and computer use. Focus on improving military practices of information flow and archiving through the identification of strengths and weaknesses, as well as opportunities to ensure effective and enhanced work processes.
- Prepare and keep current terms of reference for all members of the staff, including the Executive Office and the Deputy Ministers.
- Lead and participate in working groups aimed at ensuring standardization and alignment of similar practices of MoI and the General Staff and actively foster vertical and horizontal communication among various MoI and ANP organizations.
- Performs other duties as assigned.
Knowledge & Skills
- Excellent written and verbal communication skills are required.
- Must demonstrate creative problem solving skills and the ability to work independently or as part of a team equally well.
Experience & Education
- Prior military or Law Enforcement experience
- Must have a final (not interim) Secret Level Security DoD Clearance before deployment and must maintain that clearance.
Physical Requirements/Working Environment
- Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy
- Must be able to operate in harsh and austere conditions of Afghanistan
Travel
- Ability to travel domestically and internationally
