Senior Program Analyst - Department of the Army - Arlington, VA

Congress created the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) to provide independent and objective oversight of Afghanistan reconstruction projects and activities. SIGAR conducts audits and investigations to promote efficiency and effectiveness of reconstruction programs and detect and prevent waste, fraud, and abuse.

About the Position:
This position is located in the Office of the Special Inspector General for Afghanistan Reconstruction’s headquarters in Arlington, VA.

The incumbent may be required to do short-term travel to Afghanistan.

The incumbent is considered an expert in developing, applying, and communicating complex analytical methodologies and is skilled at strategically planning and executing multi-stage, quantitative and qualitative analytical projects. The incumbent may analyze, which may include leading teams of auditors, and advise senior leadership on current and projected U.S.-funded reconstruction programs in Afghanistan to evaluate their actual or potential effectiveness, efficiency, management, and oversight. The incumbent serves as a technical expert responsible for audit program and data management within all phases of the audit cycle: planning, executing and reporting, pursuant to statutory guidance. The incumbent reports to the Assistant Inspector General for Audits and Inspections (AIG-A&I) or his/her designee.

You will provide statistical methodology and management support for government originated data analysis, both ongoing and custom studies. You will advise and collect data, build and manipulate datasets in partnership with audit teams. You will assess data for reliability purposes and create plans to mitigate and communicate data reliability weaknesses. You will prepare statistical or other special reports covering program areas. You will analyze problems encountered in program development and provide guidance. You will conduct analyses to derive conclusions from studies and identify new value added products. You will develop new methodologies for existing or newly acquired data. You will review audit plans, goals and objectives to policies. You will effectively communicate in written documents and oral briefings to senior level staff. You will recommend required training and lead workshops. You will review draft reports to ensure reports meet audit standards. You will participate in exit conferences with high ranking officials.


QUALIFICATIONS REQUIRED:
In order to qualify, you must meet the education and/or experience requirements described below. Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.


To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: at least one year of specialized experience that includes accounting, auditing and/or program management; conducting detailed analyses of work processes; and applying analytical and evaluative methods/techniques to complex projects from preplanning phase through final delivery of product/service. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GS-11).


You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:


Knowledge of accounting, auditing or program management Skill in applying analytical and evaluative methods Ability to communicate orally and in writing


Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower or second lower grade (or equivalent).

This position is in Career Program 51. This position may be considered essential to the overall support of the SIGAR mission. If considered emergency essential, failure to meet emergency essential requirements may result in separation for the efficiency of the Federal Service (Ch. 75, Title 5 USC; FPM Ch. 752). Incumbent may be required to submit an Executive Branch Confidential Financial Disclosure Report. Incumbent must complete a Form SF 312, Classified Information Nondisclosure Agreement. Incumbent must be eligible for and be able to maintain a TOP SECRET clearance. This position may require travel to Afghanistan. In support of this travel, the incumbent will be required to meet minimum standards of fitness for deployment to the CENTCOM region to include the ability to wear personal protective equipment, including protective mask, ballistic helmet, body armor, and chemical/biological protective garments.
