Responsibilities:


The Afghanistan Justice Sector Support Program (JSSP) is a multi-pronged effort to develop and strengthen the capacity of the Afghan criminal justice sector institutions and justice professionals. JSSP is funded by the United States Department of State/Bureau of International Narcotics and Law Enforcement Affairs (INL). PAE is INL’s prime contractor responsible for implementing JSSP. Through capacity building, technical advice and direct assistance, JSSP helps the justice institutions and the justice professionals perform their respective roles in delivering fair and effective justice services to the citizens of Afghanistan. In addition to working with justice institutions, JSSP participates in a variety of projects designed to promote access to a fair and effective justice system. Duties and Responsibilities: – Work with the Section Lead (SL) and Deputy Section Lead (DSL) in advising and assisting Ministry of Justice departments and justice system actors in effectively performing their functions; – Facilitate coordination between the SL and DSL with Justice Advisors, National Legal Advisors, Translators and Administrative Assistants to ensure all program deliverables are accomplished in a timely manner; – Review, edit and advise the SL and DSL on preparation of weekly, monthly, quarterly and annual reports based on Statement of Work (SOW) deliverables and funder requests; – Assist the SL and DSL in effective coordination with the Chief of Team (COT), Deputy Chief of Team-Advisors (DCOT-A), and Technical Director to complete the program work plan and any other assigned tasks; – Review and report to the SL and DSL to ensure that all administrative and managerial functions and tasks are completed efficiently and in a timely manner. – Act as liaison for the SL and DSL in coordination and cooperation with international organizations working on related issues within the Ministry of Justice and other relevant justice system institutions; – Supervise and formally evaluate the performance of assigned personnel (e.g., International Attorneys, Afghan National Legal Advisors (NLAs), Subject Matter Experts, translators, and administrative assistants); – Advise and assist counterparts in performing their functions, including developing policies, plans and projects; – Help to manage International Advisors and Afghan Legal Consultants and ensure that their work is consistent; – Identify needs within the Government of Afghanistan’s ministries in conjunction with the International Advisors and the Afghan Legal Consultants; – Help to organize special projects; – Help to coordinate donor efforts; – Assist key departments in developing plans and projects to perform their functions and strengthen communications between central and provincial offices; – Liaise with other offices and coordinate activities to achieve established objectives; – Report to and perform related duties as assigned by the COT and DCOT-A; – Establish and maintain relationships with key stakeholders including, but not limited to, local government officials, police and prosecutors, international organizations and Afghan organizations involved in the justice sector, and customary and traditional law actors; – Prepare budgets, work plans, and statements of work, submit deliverables, conduct trainings, and ensure timely submission of Section timesheets, leave, and travel requests; – Rapidly respond to requests for information from INL, PAE, and the US Embassy; – Assist in the evaluation of performance of assigned personnel, e.g., Afghan National Advisors; – Advise and assist counterparts in performing their functions, including developing policies, plans and projects; – Help to manage international advisors and Afghan advisors and ensure that their work is consistent; – Help the team to organize special projects; – Assist key departments in developing plans and projects to perform their functions and strengthen communications between internal relevant offices; – Liaise with other offices and coordinate activities to achieve established objectives – Report to and perform related duties as assigned by the SL; – Prepare a detailed briefing on how a law will impact the current justice system for any new criminal justice/justice-related legislation pending before Parliament; – Represent JSSP in Technical Gender Working Group (TGWG) meetings to consider the gender perspective in the law reform process; – Represent JSSP in conferences, seminars and workshops, and prepare reports on the activities; – When needed, help the Legislative Tracking Advisor provide legal analysis, research and assistance to members of the MOJ Taqnin and JSSP LCB Taqnin Team in drafting criminal provisions; – Draft minutes of meetings, workshops and conferences; – Provide legal professional comments on the Penal Code to Criminal Law Reform Working Group (CLRWG) members; – Perform other duties as directed.


Qualifications:


  • Senior-level attorneys with backgrounds in prosecution, management, international cooperation, and/or criminal defense. – At least 5 years professional experience required. International experience preferred – Experience working on a similar contract internationally preferred – Ability to obtain a Moderate Risk Public Trust Certificate a must PAE is an equal opportunity employer and drug-free workplace.
