Who are we?
DRC is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in some 40 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.
The CASWA region suffers long-standing armed conflict and frequent natural disasters have caused massive displacement over the past 30 years, affecting millions of people. To meet this need DRC has set up a regional hub to co-ordinate operations in the region. The CASWA region covers DRC work in Afghanistan, Pakistan, Iran and Tajikistan, with over 500 national and international staff and programmes funded by DANIDA, UNHCR, BPRM, UNTF Europe Aid & ECHO.
About the job
The Regional Human Resources Manager is responsible for ensuring that DRC’s human resource management strategy and functions are carried out effectively across the region, in order to achieve the organization’s business objectives.
Duties and Responsibilities
The Regional Human Resources Manager is responsible for ensuring that DRC’s HR strategy, policy and practices are understood and applied effectively, fairly and cost efficiently throughout the region. In particular, the Regional Human Resources Manager carries out the following functions.
Strategic HR Management
- Human Capital Planning: ensure that all countries in AOR (area of responsibility) have included human capital planning as part of annual planning and budgeting process, and have developed succession plans, particularly for business critical positions.
- Recruitment: Ensure high quality and transparent recruitment processes are in place within the AOR. Support recruitment for selected positions.
- Induction / Onboarding: Ensure adequate induction and onboarding is provided for new staff at regional and/or country level, based on relevant DRC policies and guidelines, as well as region and/or country specific requirements.
- Staff learning and development: Ensure performance appraisal system is in place, and is completed, monitored and evaluated across region. Assist managers and staff in understanding and using DRC’s performance appraisal tool.
- Retention: Contribute to the development of country, regional and global staff retention strategies.
- Policy Alignment: support the development and analysis of national and regional staff policies and the development and updating of national staff handbooks for each country. Ensure alignment of regional and country staff policies with global policies.
Compliance
- Advise managers and HR professionals in region on issues related to HR compliance and correct procedures including but not limited to record keeping/filing, recruitments, the application of DRC’s terms of employment and salary scales, induction, performance appraisals, and exit processes.
- Ensure that employment practices in each Country Office in AOR are compliant with national labour laws.
Capacity Development for HR Staff
- As required, build capacity of HR staff in the region to effectively implement relevant DRC HR policies and practices.
Business-focused Administrative Support
- Support HR officers in each country to ensure that basic administrative support functions are delivered effectively and efficiently.
- Compensation and benefits: provide regional guidance on pay and remuneration issues for national employees, including regular salary reviews.
- Safety and Welfare: Develop and maintain a staff care and well-being strategy appropriate for the region, and aligned with global policies and practices where these exist.
About you
To be successful in this role you must have:
- Postgraduate degree in the field of strategic human resources management, or similar
- Fluent spoken and written English
- A minimum of 5 years relevant experience in HR management, administration, change management, and/or organizational development, including at an international level
- Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management, compensation and benefits.
- Experience in developing HR strategies and policies, and driving implementation
- Experience working in multi-cultural work settings
- Ideally, you also have experience working in an international humanitarian or development organization.

- Proven track record of driving for results
- Strong sense of integrity and commitment to accountable practices
- Ability to manage large and varied workloads and deal constructively with stressful situations
- Strong organizational and project management skills
- Good skills in training facilitation a plus
We offer
DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from January 2016 and be willing and able to work in the CASWA region based in Kabul, Afghanistan.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position will be placed at salary level A9.
