Afghanistan: Human resources director


The Regional Agricultural Development Program-West is seeking a long-term Human resources director to be based in Herat, Afghanistan. The Human Resources Director will oversee day-to-day management of all project human resources matters and ensure efficient and effective recruitment, management, and professional development for local staff.


The objective of the Regional Agricultural Development Program -West (RADP-W) is to improve food and economic security for rural Afghans in Badghis, Farah, and Herat provinces. The focus will be on improving the productivity and profitability of targeted value chains in the wheat, high-value crop, and livestock sectors. This sustainable agricultural development program will support the consolidation of licit economies to fuel economic growth and provide alternatives to poppy cultivation. RADP-West will achieve its objective through a longer-term agricultural value chain approach designed to address sustainability as well as by supporting policy, legal and regulatory development. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities:


· Ensure efficient and effective recruitment, human resources management, and professional development for all staff on the project.


· Oversee the day-to-day management of all project HR matters for all CCN staff


· Manage and oversee onboarding, benefit administration, compensation, and new hire orientation


· Ensure all HR management practices conform to RADP-W and Chemonics’ policies, best practices, USAID rules and regs, and the laws of GIRoA, and to work in coordination with the Chemonics home office and the Afghanistan CO-OP team


· Provide oversight to the local human resources team; oversee the electronic and hard copy filing systems


· Establish RADP-W HR best practices in recruitment and performance management


· Proactively assist managers in handling employee relations issues


· Interpret and advice staff on Chemonics, RADP-W, USAID, and federal compliance policies and procedures


Qualifications:


· Bachelor’s degree in a relevant field or equivalent work experience required Master’s degree preferred


· Minimum of 7 years of experience with USAID-funded projects or other international development organizations


· Minimum of 5 years’ experience in human resources


· Thorough knowledge of USAID contractual and reporting requirements


· Strong organizational and prioritization skills; ability to work independently and as a part of a team


· Strong computer spreadsheet and word processing skills; ability to write and verbally communication in English​
