PRO-telligent, A TetraTech Company, is seeking an experienced Monitoring and Evaluation Specialist (M&E) for an upcoming bid with a government client.
The Monitoring & Evaluation Specialist will provide monitoring and evaluation services and expertise for INL/AP’s FIAT (Flexible Implementation and Monitoring Team) program.
The Monitoring and Evaluation Specialist will work with INL program officers to develop questionnaires for surveys and key informant in-depth interviews, manage survey data collection and evaluations/assessments of INL programs, review data, prepare datasets, analyze quantitative or qualitative data, and write reports.
The M&E specialist will also train Afghan local nationals doing site visits on the mobile data collection tool and survey instruments, interpret outcomes of implementation through data or other evidenced-based sources, and provide program recommendations to INL.
The M&E Specialist must reflect significant experience in the management of field monitoring, evaluation design, empirical and statistical analysis, management of information systems, and working in challenging environments.
Qualifications:
U.S. Citizenship
• Ability to obtain a DoS clearance; preference for those candidates who currently hold or have recently held (within the last 18 months) a DoS Secret clearance
•
Minimum of a Master’s Degree
in public policy, international development, economics or a related field
• At least 5 years of experience designing, managing and successfully implementing M&E systems and mixed methods evaluations for international development programs
• Strong data analysis and synthesis skills; working knowledge of software packages commonly used for data analysis and visualization
• Experience designing surveys and implementing mobile data collection in the field
• Skill and experience writing comprehensive and routine reports for various audiences related monitoring and evaluation; ability to clearly and consistently organize, manage and present complex information
• Strong facilitation, teaching and coaching skills related to monitoring and evaluation
• Skills in knowledge management, database organization and design
• Demonstrated proficiency with qualitative analysis software or GIS systems (ArcGIS, Q-GIS, etc.)
• Demonstrated ability to work independently as well as collaboratively and collegially in teams
PREFERRED QUALIFICATION
• At least one year of development experience in a low resource or conflict setting.
