Responsibilities:
Advise and mentor GDPDC Assistant Director of Administration, Finance Director and Human Resources Director on issues such as human resources, public and intergovernmental relations, operating capital budgets, financial management, accounting, procurement and auditing.
Mentor GDPDC senior leadership to improve core functional capacity of the Afghan Prison System and regularly report on progress.
Provide advice on strategies, policies and plans affecting project operations, delivery of training, mentoring and advisory services.
Focus on compliance of operations with SOW, regulations and policies and implementation of US Embassy Kabul INL Section operational strategies.
Establishment of mentoring targets and monitoring achievement of results.
Establish collaborative arrangements and appropriate operational partnership with Afghan and other international organizations.
Mentor’s specific objectives include working with the GDPDC on finalizing and implementing the Operational Directives, fully and continuously implementing priority reform and reorganization, build administrative capacity for sustainable human resources and financial needs, and assisting the GDPDC in their liaising with the Ministry of Finance.
Mentor should encourage interest in future generations of corrections security leadership and work with mentee on succession plan.
Qualifications:
Education and /or experience
* Minimum (12) twelve years’ experience in corrections, at least two of which in the discipline of business management, file management and information management
Minimum (3) three years as Associate/Deputy Warden (or equivalent)
Minimum (2) two years of corrections experience at the executive level, with central office, regional or state-level oversight over multiple correctional institutions and operations.
A bachelor’s degree plus some demonstration of continuing education in business management or financial accounting and budget disciplines
Knowledge, Skills and AbilitiesExperienced management skills, with qualifications in: File management, transportations, industries, and executive leadership programs. Plans, guides and implements organizational assessment processes, assesses work plan in assigned areas
Excellent interpersonal and organizational skills, including the ability to prioritize multiple projects at once while maintaining a high level of attention to detail and provide structured recommendations to improve future processes and results.
Excellent oral and written communication skills, including the ability to conduct senior level briefings and produce clear, logical and concise products.
Skilled with multiple programs of Microsoft Office to include Word, Excel, Outlook and PowerPoint.
Must be a US Citizen.
