(AFG-Kabul) Military Police Guard Command (MPGC) Logistics Advisor S4


This position is contingent on funding


Job Description: The Logistics Advisor (LA) S4 will help the MPGC plan, coordinate, prepare for, and execute tactical tasks, operational planning, training management, and synchronize staff functions, to include the planning and orders process. The LA will advise the MPGC S4 and company supply managers on logistics matters that affect the accomplishment of their unit missions. The LA will mainly monitor critical classes of supply support, local procurement, facilities management and Logistics resources available to MPGC.


Location: Bagram, Afghanistan (Bagram Air Field)


Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites. Occasional surges in effort may be required to meet training requirements.


Responsibilities:

* Conduct training on transportation movement requirements within the MPGC formation and assesses logistics capabilities and limitations of their units

* Conduct training on how to conduct battlefield resupply

* Conduct training on how to maintain Class VII Property Book management and oversight for MPGC maintenance and recovery operations

* Assist the MPGC medics in developing the Medical Logistics requirements

* Development of programs of instruction (POI), training support plans, and lesson plans to develop the MPGC.
* Coach, advise, mentor and train staff counterpart(s) in the creation and briefing of information products that will enhance the commander’s command and control of the unit; Augment and support Coalition Battalion Staff Advisors as directed.

* Ensure scope of work is accomplished in accordance with Performance Work Statement.

* Complete and compile data, reports, and documentation for the program as required by the PM.

* Be responsible for oversight, management and execution of material accountability

* Advise at all levels on CL III and CL V management and oversight

* Reports directly to the Project Manager (PM).

* Attend meetings and events as directed by the PM.

* Responsible to the PM for Contractor supplies and resources required for training.

* Responsible to the PM for Contractor administration, including records management, visas, business licenses, travel, and finance.
* Coordinates translator services through the use of an interpreter.


Required Qualifications:

* 6 years of experience as a Logistics Specialist at a company level or higher to include 2 or more years’ experience in active duty or military contracting TAA assignments.

* Previous military rank of E7 or higher required.

* Must be proficient in all aspects of logistical operations and management at the company and battalion level including, but not limited to transportation, battlefield resupply, property book accountability, medical supplies, material accountability, and Class III, V, and VII administration.

* Previous deployment experience in Iraq or Afghanistan between 2001 and 2015.

* Experience working with foreign militaries and a Muslim culture.

* Able to work with and effectively utilize an interpreter.

* Able to clearly communicate in a timely manner both verbally and written.

* Experience and current in Infantry skills, tasks, drills, and TTPs.

* Experience with POI refinement and development.

* Team player — must be able to professionally interact and work with team members and senior US military/coalition military advisors and Afghan National Defense Security Force (ANDSF) leaders and students.

* Detail-oriented with the ability to work under challenging deadlines.

* Possess knowledge and technical expertise with Microsoft Office (PowerPoint, Word, and Excel).

* Must conform to military grooming standards.

* Must be able to obtain and maintain a US DoD Secret Security Clearance

* Must be able to obtain a Visa for Afghanistan


Physical Requirements/Working Environment:

* Include but are not limited to the wear of body armor and helmet Personal Protective Gear, unassisted lifting and carrying of duffle bags not exceed the weight of 70 lbs per piece, and the unassisted movement over uneven terrain.

* Must be willing to work and live in Afghanistan with an understanding that there could be further assignments to any location in Afghanistan based upon the needs of the U.S. Government, to include hostile and austere areas.

* Must be willing to deploy and live on forward operating bases operated by Afghan National Security Forces

* Must be willing and able to travel outside of protected areas via military convoys or MILAIR, and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces.

* Must be able to attend and pass USG deployment requirements at CONUS Replacement Center (CRC), Fort Bliss, Texas or equivalent location.

* Must meet the medical requirements for the position being offered as determined by a pre-employment medical screening and in accordance with published CRC and USCENTCOM medical deployment standards.

* Must be able to walk or stand on level and/or inclined surfaces up to eight (8) hours per day and sit for up to three (3) hours per day.

* Must be able to routinely climb / descend stairs.

* Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.

* Must be able to read and interpret newspaper and typewritten print.

* Must be able to communicate by voice and detect sound by ear.

* Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions.

* Employee may be required to respond to a wide variety of operational circumstances, under extreme weather conditions, within a hostile environment.

* The individual may be exposed to extreme noise from aircraft, hostile fire, and other acts of aggression associated with this region.


Desired Qualifications:

* Active U.S. DOD Secret Security Clearance

* Familiar with relationships between TAAC-E, CSTC-A, and the ANDSF.

* Previous experience training and advising ANDSF.

* Served in a combat deployment as a Logistics Specialist at battalion level or higher.

* Experience with ANDSF logistics systems and management.

* Prior experience with Defense Contracting, ITAR’s, and Import/Export Regulations.


Required Education (including Major):
* Bachelor’s Degree or 6 years of related work experience. Equivalent work experience may be accepted for education requirement. MBA preferred.
