Responsibilities:
The Gender Advisor’s objective is to
Assist in creating sustainable corrections administration with respect to gender issues
Coordinate with other Afghan government’s Central Prison Directorate (GDPDC) stakeholders with gender components
Develop a succession plan for gender issue leadership,
Help create operational directives and standard operating procedures for gender issues
Encourage future generations of gender issue leadership.
The Gender Advisor shall
Advise and provide mentoring for the Afghan government’s Central Prison Directorate (GDPDC) Coordinator for Gender Issues.
Partner with GDPDC leadership staff to build the capacity to adequately address gender issues, including, but not limited to, conditions in women’s facilities, human rights issues unique to women, children living with mothers who are inmates, vocational skills for women, and women imprisoned for moral crimes.
Work with GDPDC executives to develop tools to evaluate and select junior GDPDC personnel with leadership potential to make up the next generation of mentees.
NOTE: If the GDPDC Coordinator for Gender Issues no longer exists, the Contractor shall work with GDPDC to reinstitute a GDPDC coordinator for gender issues and continue to provide mentoring for GDPDC on gender issues in the interim
Qualifications:
Minimum (3) three years as Associate/Deputy Warden (or equivalent)
Minimum (2) two years of corrections experience at the executive level, with central office, regional or state-level oversight over multiple correctional institutions and operations
Minimum (12) twelve years’ experience in corrections, at least two of which in a gender specific capacity
A bachelor’s degree plus some demonstration of continuing education in gender issues, human rights, behavioral science, or social sciences
