Summary:
Responsible for the overall direction and management of services provided by ATC and AFM personnel.
Essential Job Functions: (not limited to duties as described – performs related duties as requested)
- The ATM provides senior leaders with guidance and recommendations for facility operations, program, polices, and personnel actions.
- Determine the minimum number of qualified controllers and personnel required for duty based on published facility hours, services required by assigned flying units and scheduled flying activities.
- Implement approved ATC procedural changes in support
- Provide maintenance/development of Standard Operating Procedures (SOPs) in accordance with FAA, DoD or ICAO Standards and recommended practices.
Level of Supervision:
Education & Experience: (or equivalent)
- Must have been a Facility Chief Controller.
- An Associate’s degree in management or related field is required. A Bachelor’s degree is preferred, but not required.
- A minimum of 10 years of experience in a like air traffic control facility is required.
License & Certifications:
- It is recommended that ATM be qualified in the Tower or RADAR facilities and maintain proficiency in the facility he is certified in.
- CTO license as appropriate
- FAA form 7220-1 or equivalent
- FAA Form 8500-9 or equivalent
Knowledge & Skills:
- Develop and or maintain documents such as Letters of Agreement (LOA), Memoranda of Agreement (MOA), etc., as required.
- Ensure training plan is being conducted according to applicable instruction/guidelines.
- Maintain library of applicable facility directives and SOPs.
- Provide for the timely submission of all reports and documentation as required.
- Ensure only certified/licensed personnel in accordance with FAA, DoD or ICAO Standards are authorized to work in an unmonitored capacity.
- Ensure compliance with a Contractor-developed Quality Assurance (QA) program.
- Supervise and/or participate in flight checks as required.
