Responsibilities:
The Afghanistan Justice Sector Support Program (JSSP) is a multi-pronged effort to develop and strengthen the capacity of the Afghan criminal justice sector institutions and justice professionals. JSSP is funded by the United States Department of State/Bureau of International Narcotics and Law Enforcement Affairs (INL). PAE is INL’s prime contractor responsible for implementing JSSP. Through capacity building, technical advice and direct assistance, JSSP helps the justice institutions and the justice professionals perform their respective roles in delivering fair and effective justice services to the citizens of Afghanistan. In addition to working with justice institutions, JSSP participates in a variety of projects designed to promote access to a fair and effective justice system.
Duties and Responsibilities:
* Advisors Team. The Chief of Team (COT) serves as a senior advisor on all program matters in coordination with the Deputy Chief of Team for Advisors and will thus require a full depth of understanding of all JSSP activities. Responsible for the day-to-day operations and management of the team, including arbitrating between different team members and ensuring that the work duties assigned by the Chief of Team are being performed. Supervise the evaluation the performance of all International Advisors, Afghan Legal Advisors and Legal Translators.
Logistics Team. The COT shall coordinate with the Deputy Chief of Team for Logistics to establish, operate, and maintain necessary support offices in country to provide or coordinate the provision of 24/7 administrative, management, logistical, and other support to JSSP personnel.
Coordination. The COT shall be the primary point of coordination for all JSSP activities in Afghanistan. The COT oversees coordination with INL and PAE regarding the conduct and documentation of end use monitoring of all durable government funded equipment and foreign aid provided to Afghan justice institutions.
Communication. The COT will be the main conduit or frequent communication and interaction with the U.S. Embassy, international community, and the Government of the Islamic Republic of Afghanistan (GIRoA). The COT shall interface directly with INL to ensure effective program management.
Reporting. The COT is responsible for oversight of all program reporting to include the weekly report to be sent to INL and PAE. File reports for JSSP activities and accomplishments on a weekly, quarterly, and annual basis.
Staffing. The COT will work with the Embassy to identify staffing issues, develop plans to correct problems, and initiate changes at the direction of the Embassy. The COT will work with the SME to identify and screen candidates for the JSSP, and inform PAE and the U.S. Embassy on recommended filling of vacant positions, in consultation with the Program Support Team (PST).
Qualifications:
Education and experience. Candidate must have a law degree and be a licensed lawyer in good standing; must be a skilled attorney with fifteen or more years experience in the relevant subject matter area including public defense, prosecution, and judicial administration. Eight years of international experience preferred.
Criminal justice program management. The incumbent will have an understanding of criminal justice system development, international cooperation. Must have experience in project management and demonstrated ability to lead and manage a large, diverse staff working on varied projects.
Organizational and training skills. Must have experience in organizing special events, and must have highly developed organizational and networking skills. International training and advising experience preferred, particularly in mentoring of young attorneys, experienced investigative police officers, and international organizations.
Team building and leadership. Must work well with others, and be respectful of Afghan legal and cultural traditions. Must have demonstrated ability to organize and implement complex programs from the ground up. Must be team-oriented, have strong interpersonal skills, work well, and coordinate with the JSSP Team and Afghan and international partners.
Technical skills. Must have strong technical and report writing skills, including fluency in MS Word, Visio, PowerPoint, and Excel.
